About this file
This document provides additional provisions applicable to the Request for Proposals for Architectural and Engineering Services issued by the Housing Authority of Monroe County (HAMC) in Pennsylvania. The RFP seeks qualified architectural and engineering consultants to deliver comprehensive design and engineering services supporting HAMC's affordable housing development and revitalization initiatives across six project phases: Schematic Design/Preliminary Study, Design Development, Bidding and Construction Documents, Bidding and Award, Construction, and Post Completion/Warranty. The scope encompasses site planning, structural, mechanical, electrical, and civil engineering, landscaping, cost estimating, and construction contract administration for HAMC's portfolio of approximately 300 Low Income Public Housing units across seven properties, 117 low-income housing tax credit properties across three properties, and administration of over 1,000 Housing Choice Voucher Program units. Proposals must be submitted electronically via PennBid no later than April 30, 2026 at 10:00 a.m., with a deadline for submitting questions by April 10, 2026. The contract term is three years commencing upon full execution, with two optional one-year renewal periods available by mutual written agreement.
Compensation is structured on hourly rate schedules for all engagement team members plus estimated travel costs and reimbursable expenses, with cost-plus percentage-based compensation explicitly prohibited. Monthly invoices are submitted with payment terms of net 30 days following receipt. The RFP utilizes a 100-point evaluation system assessing Technical Competence and Methods (0-30 points), Narrative Response to RFP (0-25 points), Proposed Contract Price/Fee Schedule (0-25 points), Involvement of Small Business Enterprises, Minority Business Enterprises, Women-Owned Business Enterprises, and Section 3 businesses (0-15 points), and Community Service (0-5 points). HAMC strongly encourages participation of Minority Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Section 3 businesses. Prior to award, the successful respondent must provide certificates of workers compensation insurance, general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, and professional liability/errors and omissions coverage with identical limits. Respondents must be licensed and bonded in Pennsylvania and comply with all nondiscrimination and equal employment opportunity standards.
