About this opportunity

Alpine School District, through its Department of Purchasing and Alpine School District Warehouse, is soliciting proposals to establish multiple five-year contracts for K-12 educational, classroom, office, art, and instructional supplies, with proposals due November 9, 2026 at 2:00 PM MST via EUNA Bonfire or Utah Public Procurement Place (U3P). Vendors must certify compliance with Utah's anti-boycott statute and forced-labor and restricted-foreign-entity restrictions under UCA 63G-6a-121, and with boycott restrictions under UCA 63G-27, which exempt contracts valued under $100,000 and contractors with fewer than 10 full-time employees. Stage 1 mandatory minimums require confirmation that vendors do not source exclusively from closeout or discontinued inventory and five years of business experience with similar-sized or larger entities.

Vendors must be able to supply all 15 market basket items, including crayons, white glue, permanent and dry-erase markers, highlighters, binders, spiral notebooks, report covers, colored pencils, rulers, clipboards, pencils, invisible tape, sticky notes, and tape dispensers. The Attachment D product list contains over 300 line items spanning art, classroom, and office supplies. Pricing is quoted as percentage discounts from verifiable published catalogs that remain firm for the contract term, and vendors may not impose mandatory minimum orders. Substitutions are prohibited unless marked "Equal or Better Alternate Accepted."

Evaluation proceeds in three stages. Stage 2 scores technical criteria on 700 points, with 420 points (60 percent) required to advance. Stage 3 awards 300 cost points proportionately, with the lowest Total Evaluated Market Basket Price receiving maximum points. A combined score of at least 700 points is required for award. Pricing must be submitted separately from technical responses, and pricing data in technical sections renders a response non-responsive.

Delivery is F.O.B. destination with freight prepaid, and products carry a one-year warranty. Payment is normally due 30 days after delivery or receipt of a correct invoice. Contractors must provide pricing at least as favorable as offered to other customers and must notify the district of any better pricing offered elsewhere. Contracts carry no automatic renewals. Effective July 1, 2027, the district will split into Timpanogos, Aspen Peaks, and Lake Mountain school districts, each maintaining separate central delivery locations. Place of performance is Utah County, Utah (FIPS 49049). No contract value is stated, so the economics depend on catalog discount levels and the 15-item market basket pricing.
