About this opportunity

Lubbock Power & Light (LP&L) is seeking professional consulting services through RFP #7105-26-ELD for a comprehensive Operations Software Implementation Program in Lubbock, Texas. The municipal utility is specifically targeting the upgrade and implementation of three critical technology systems: Geographic Information System (GIS), Work Asset Management System, and Advanced Distribution Management System (ADMS). Proposed consulting services must include requirements gathering, technology roadmap development, RFP creation for system implementations, and project management services. Vendors must demonstrate expertise in software project management, electric utility software systems, business process analysis, technology roadmapping, and system integration. The evaluation will utilize a 100-point scoring system, with points allocated as follows: 25 points for GIS/ADMS/asset management applications expertise, 25 points for information technology and cybersecurity, 25 points for project management capabilities, 15 points for corporate strength, and 10 points for cost. Key dates include a non-mandatory pre-proposal TEAMS conference on December 4, 2025, at 3:00 PM CST, with proposal submissions due on December 16, 2025, at 2:00 PM CST through the LP&L Bonfire Portal. The anticipated contract award date is February 17, 2026.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current technology environment includes ESRI ArcGIS, Schneider Electric products, Advanced Control Systems for SCADA, Itron AMI, and Oracle utility systems, which will require careful integration by the selected consultant. While specific budget ranges are not detailed in the provided documentation, LP&L is seeking a Firm Fixed Price (FFP) or Time and Expense (T&E) consulting engagement to support their operational technology initiatives. The utility serves approximately 253,000 citizens and reserves the right to select all, part, or none of an individual offeror's proposal. Potential respondents must be prepared to provide comprehensive consulting services that address the complex technology upgrade and implementation needs of a municipal electric utility. Interested vendors must submit their proposals electronically through the specified Bonfire Portal, with strict adherence to the submission guidelines outlined in the RFP.
