About this opportunity

The County of Ventura, California is soliciting proposals through RFP 6229 to provide comprehensive maintenance services for Sheriff's Boat 1, a SAFEBoat patrol vessel equipped with three Mercury 300 horsepower outboard motors and one Westerbeke marine generator that entered service in February 2023. The County seeks a qualified marine mechanic or facility to deliver scheduled preventive maintenance and emergency repair services, including mechanical and propulsion system maintenance, hull and structural repairs, paint and protective coatings, electrical systems, steering and controls, fuel systems, bilge and plumbing systems, safety equipment, deck hardware, interior components, trailer maintenance, corrosion control, inspections, diagnostics, and preventive maintenance. The County's primary preference is for a one-stop shop contractor capable of performing all maintenance at a single location, though subcontracting is permitted if necessary, and the contract may be awarded to either a primary contractor or a primary and secondary contractor based on capacity. Required services include manufacturer-recommended 100-hour/annual service and 300-hour/3-year deep service performed every 100 operating hours (occurring 2-3 times annually), optional interim scheduled inspections, and hull bottom painting every two years or as needed. Offerors must be skilled and regularly engaged in marine vessel maintenance and repair services and shall submit fixed pricing for all scheduled service categories including labor, standard parts, filters, lubricants, consumables, and hazardous waste disposal, plus hourly labor rates for standard marine technician labor, Mercury-certified diagnostic labor, and emergency/expedited response labor. Qualified vendors must provide two years of audited or unaudited financial statements, minimum three references from similar projects completed within the last three years, and detailed personnel qualifications for key staff. Required insurance includes General Liability coverage of $1,000,000 combined single limit/$2,000,000 aggregate, Workers' Compensation per California statutory requirements with $1,000,000 Employer's Liability, and Garage Liability coverage of $1,000,000 each occurrence/$2,000,000 aggregate. Proposals are due no later than 5:00 p.m. on June 15, 2026, with evaluation and award anticipated in July 2026 and work commencement the same month; a pre-work meeting between contractor and County representatives will be required before commencing services.

No specific set-aside designations or restrictions limiting response to disadvantaged enterprises or particular organization types are described in the available solicitation documents. There is no incumbent vendor identified in the materials provided, though the County currently engages separate contractors for mechanical maintenance and bottom painting services, indicating potential integration requirements with existing vendor relationships and operational procedures. The initial contract term is twelve months with the possibility of mutual extension for up to two additional one-year periods, subject to Board of Supervisors appropriation of funds. Contracts exceeding $200,000 require Board of Supervisors approval. The solicitation is subject to federal compliance requirements including Davis-Bacon Act compliance, debarment and suspension regulations, anti-lobbying certifications, and compliance with the Clean Air Act and Federal Water Pollution Control Act, indicating FEMA grant funding support. No explicit budget range or award value is disclosed in the available documents; pricing shall be submitted on a fixed-price schedule basis for specific services with parts and materials not included in fixed-price services billed at the contractor's documented cost plus a markup not to exceed a percentage specified by the bidder, with all prices remaining firm for the initial twelve-month period and subsequent annual adjustments tied to the U.S. Bureau of Labor Statistics Consumer Price Index for All Urban Consumers.
