About this file
This is an Anti-Lobbying Certification form for the County of Ventura, California, related to RFP 6229 for Sheriff's Boat 1 Maintenance Services. The certification document establishes compliance requirements for federal funding regulations under 31 U.S.C. Section 1352 and applies to the marine vessel maintenance and repair services contract. The contract solicitation seeks a qualified marine mechanic or facility to provide routine preventive maintenance and emergency repair services for the Ventura County Sheriff's Boat 1, including mechanical and propulsion systems, hull repairs, paint and coatings, electrical systems, fuel systems, plumbing, safety equipment, and trailer maintenance. The County's preference is for a one-stop shop contractor capable of performing all maintenance services; however, subcontracting is permitted if necessary. Maintenance is required every 100 hours of service, occurring 2-3 times annually, with bottom painting performed biannually. Proposals were due by 5:00 p.m. on June 15, 2026.
The Anti-Lobbying Certification requires the contractor's authorized official to certify that no federal appropriated funds have been or will be used to influence government officials in connection with the federal contract or grant. The form mandates that if any non-federal funds are used for lobbying purposes, the contractor must submit Standard Form-LLL disclosing such activity. The certification must be included in all sub-award documents and subcontractor agreements. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 per violation. The document explicitly states that submission of the certification is a prerequisite for contract award and that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims apply to all certifications and disclosures.
