About this file

This is a Cost Proposal Attachment document for RFP 6229 issued by the County of Ventura, California, for Sheriff's Boat 1 Maintenance Services. The solicitation seeks a qualified marine mechanic or facility to provide comprehensive routine preventive maintenance and emergency repair services for a patrol boat that entered service in February 2023. Services required include mechanical and propulsion system maintenance, hull and structural repairs, paint and protective coatings, electrical systems, steering and controls, fuel systems, bilge and plumbing systems, safety equipment, deck hardware, interior components, trailer maintenance, corrosion control, inspections, diagnostics, and preventive maintenance. The County currently performs scheduled maintenance every 100 hours of service, occurring 2-3 times per year, with bottom painting performed separately. Proposals are due by 5:00 p.m. on June 15, 2026. The County's preference is to engage a one-stop shop contractor capable of performing all maintenance at a single location, though subcontracting is permitted if necessary. The contract may be awarded to either a primary contractor or a primary and secondary contractor depending on capacity. The initial contract term is twelve (12) months.

Pricing shall be submitted on a fixed-price schedule basis for specific services including 100-hour annual service and 300-hour 3-year deep service for three Mercury 300 HP outboard motors, Westerbeke Generator scheduled service, hull bottom pressure wash, and interim scheduled inspections. Bidders must also provide hourly labor rates for standard marine technician labor, Mercury-certified diagnostic labor, and emergency/expedited response labor. Parts, materials, and consumables not included in fixed-price services shall be billed at the contractor's documented cost plus a markup not to exceed a percentage specified by the bidder. The proposal requires bidders to establish an incidental repair authorization threshold and emergency repair authorization limit per occurrence. Bidders must commit to specific response times for scheduled service, routine repairs, emergency diagnostic response, and return to service for emergency repairs. All prices shall remain firm for the initial twelve-month contract period, with subsequent annual adjustments tied to the U.S. Bureau of Labor Statistics Consumer Price Index for All Urban Consumers (CPI-U), West Region, not to exceed the published index change for the prior twelve-month period. Bidders must provide itemized breakdowns identifying labor hours, parts, and consumables included within each fixed-price service offering and supplier invoices or equivalent cost documentation upon County request.
