About this opportunity
The Oregon Health Authority, Public Health Division, Environmental Public Health Section, is seeking contractors to provide Reverse Osmosis (RO) Point of Use Water Treatment Installation and Maintenance services for Program Participants in the Lower Umatilla Basin Groundwater Management Area. The primary objectives include installing a minimum of 5 and an average of 6-10 OHA-approved RO systems monthly, with an initial goal of resolving a backlog of approximately 150 participants. Contractors must install either Culligan Aquasential RO Systems or Kinetico K5 Water Drinking Stations, perform treatment system installations, collect and submit post-treatment water samples, provide maintenance guidance, and replace filters and membranes as needed. Key personnel requirements include at least one licensed plumber or water treatment specialist with 5 years of experience, one Spanish-speaking staff member, and current Oregon driver's licenses. The evaluation will be based on key personnel qualifications and experience (50 points maximum) and reference checks (50 points maximum), with pricing evaluated on a pass/fail basis. Proposals are due on December 8, 2025, at 3:00 PM Pacific Time, with a Notice of Award anticipated on December 17, 2025.
The solicitation includes a Certified Disadvantaged Business Outreach Plan, encouraging participation of small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Currently, the Oregon Health Authority has two contractors whose contracts expire on December 31, 2025, and is seeking additional qualified contractors to reduce the installation backlog. The initial contract term runs from January 1, 2026, through June 30, 2027, with potential extensions to a maximum total contract term of 5 years. Contractors must provide a minimum 1-year parts and labor warranty, establish a booking app with Spanish language capability, and communicate effectively with Spanish-speaking participants. The estimated not-to-exceed compensation for a single contract award ranges from $750,000 to $1,000,000 for the initial term, with the amount potentially divided if multiple contracts are issued. Pricing must include all-inclusive line-item budgets covering equipment, installation labor, laboratory testing at $37.80 per sample, and maintenance services.
