About this file

This Questions and Answers document supports the Oregon Health Authority's RFP 6192 for Reverse Osmosis Point of Use Water Treatment Installation and Maintenance services. The RFP seeks qualified contractors to install OHA-approved RO systems for program participants in the Lower Umatilla Basin Groundwater Management Area, with a minimum installation target of 5 systems and an average of 6-10 systems monthly to address an existing backlog of approximately 150 participants. Contractors must install either Culligan Aquasential RO Systems or Kinetico K5 Water Drinking Stations and provide complete treatment system installation, post-treatment water sampling, maintenance guidance, and filter and membrane replacement services. Proposals were due December 8, 2025, at 3:00 PM Pacific Time, with a Notice of Award anticipated on December 17, 2025. The initial contract term runs from January 1, 2026, through June 30, 2027, with potential extensions to a maximum total contract term of 5 years.

Evaluation criteria are limited to key personnel qualifications and experience (50 points maximum) and reference checks (50 points maximum), with pricing evaluated on a pass/fail basis. Key personnel requirements include at least one licensed plumber or water treatment specialist with 5 years of experience, one Spanish-speaking staff member, and current Oregon driver's licenses. The estimated not-to-exceed compensation for a single contract award ranges from $750,000 to $1,000,000 for the initial term, with the amount potentially divided if multiple contracts are issued. All-inclusive line-item budgets must cover equipment, installation labor, laboratory testing at $37.80 per sample, and maintenance services. Contractors must provide a minimum 1-year parts and labor warranty, establish a booking app with Spanish language capability, and demonstrate effective communication with Spanish-speaking participants. The Oregon Health Authority currently has two incumbent contractors whose contracts expire December 31, 2025, and is seeking additional qualified contractors through this solicitation. The RFP encourages participation of certified disadvantaged businesses, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity.
