About this file
This is a Price Proposal Form for RFP 6192 issued by the Oregon Health Authority (OHA) through OregonBuys for the installation and maintenance of reverse osmosis point-of-use water treatment systems. The project involves installing NSF/ANSI Standard 58 compliant reverse osmosis systems with nitrate contaminant reduction capabilities at Program Participant residences. Proposers must select between two approved RO systems: the Culligan Aquasential RO System or the Kinetico K5 Water Drinking Station. The contract term runs approximately from January 1, 2026 through June 30, 2027. Services include complete treatment system installation with labor charges covering appointments, Spanish language services if applicable, administrative charges, post-treatment water testing, and travel expenses to and from participant homes. Maintenance tasks include filter and membrane replacement, post-treatment nitrate testing, and associated labor.
Pricing must be submitted on a fixed-price basis per Program Participant and must include all expenses for performing the work. The price proposal requires itemized line-item budgets covering treatment installation tasks and maintenance tasks. For treatment installation, proposers provide the cost of the selected RO system, installation labor, and laboratory testing for post-treatment water samples. For maintenance, proposers submit costs for labor, replacement filters and membranes, and post-treatment nitrate testing. Laboratory fees are reimbursed at cost, with the current rate of $37.80 per test. The OHA has provided estimated pricing references: $1,725 for Kinetico systems and $2,350 for Culligan systems for equipment, and $270-$300 for filter and membrane replacement products.
