About this opportunity

The Texas Workforce Commission (TWC) is conducting a Request for Proposals (RFP 3202600043) to procure up to five Technical Assistance (TA) Service Providers for an Employer Child Care Solutions program. The primary objective is to provide comprehensive technical assistance services to employers exploring child care needs for their employees, with a specific focus on developing Employer-Supported Site-Based Child Care solutions. Required technical assistance services include Employee Needs Assessments, Employer Feasibility and Cost Analysis Studies, Options Analysis and Recommendations Reports, and optional Site Selection Reports and Business Plans. The solicitation was released on September 5, 2025, with proposals due on October 16, 2025, at 10:00 AM Central Time, and a pre-proposal conference scheduled for September 16, 2025, at 2:00 PM. The initial contract term will be approximately 24 months, with potential renewals for three additional one-year terms. Evaluation will be based on a 100-point scoring system: cost/price (40 points), past performance/qualifications/experience (40 points), technical approach/project plan (10 points), and key personnel qualifications (10 points).

The RFP includes a significant Historically Underutilized Business (HUB) subcontracting goal of 26% for other services contracts, with all proposers required to submit a HUB Subcontracting Plan regardless of their HUB certification status. Vendors must be prepared to document subcontractor engagement, maintain compliance with state vendor preferences, and provide comprehensive documentation including references, financial statements, and insurance coverage. Notably, entities previously awarded a contract under the related RFP 3202400058 are explicitly ineligible to receive a contract under this new solicitation. The technical assistance services will be funded through federal Child Care and Development Fund (CCDF) funding, with firms required to demonstrate at least three years of experience providing direct assistance to employers. While specific contract values are not explicitly stated, the RFP indicates that pricing will be firm and constant throughout the contract term, with no additional reimbursement beyond agreed-upon amounts. Respondents must have an Employer Identification Number (EIN) and a Texas Identification Number (TIN) prior to contract award and be prepared to comply with extensive documentation and reporting requirements.
