About this file

This document is a Sample Technical Assistance (TA) Provider and Employer Services Agreement issued by the Texas Workforce Commission (TWC) under RFP 3202600043 for Employer Child Care Solutions. The solicitation seeks to provide Technical Assistance Services to employers exploring child care needs for their employees, with a specific focus on Employer-Supported Site-Based Child Care. TWC intends to award up to five successful respondents, and entities previously awarded under a related RFP (3202400058) are ineligible for this new opportunity. The agreement outlines the framework for TA Providers to work with employers, requiring the first TA Service to start within 30 days of TWC task order approval and final deliverables to be completed by the Services Completion Date.

The agreement establishes key provisions for collaboration between TA Providers and employers, including certification requirements around service provision, record retention, and public information accessibility. TWC will provide payment to TA Providers upon successful completion of services, defined as delivering final studies, reports, assessments, or plans to both the employer and TWC, with the employer providing verification of receipt. The document emphasizes transparency, with all submitted information subject to the Texas Public Information Act and requiring retention for seven years after project completion. The technical assistance services are designed to help employers develop strategies for addressing child care needs, with flexible implementation across multiple business locations in Texas.
