About this opportunity

The California Department of Toxic Substances Control is soliciting proposals for potentially responsible party (PRP) searches, chain of title searches, and associated reporting services under RFP# 2627-07, with proposals due August 13, 2026 at 3:00 p.m. Pacific Time.

A 5% small business preference applies to California-certified small businesses or non-small businesses with at least 25% California-certified small business subcontractor participation, capped at $50,000. Target Area Contract Preference Act (TACPA) preferences are also available. The 3% disabled veteran business enterprise (DVBE) participation requirement is waived; voluntary DVBE participation receives incentive consideration.

The scope includes conducting comprehensive chain of title and PRP searches, preparing formal PRP search reports synthesizing operational histories and corporate successions, and providing staff training and consultation to DTSC personnel. DTSC anticipates requesting approximately 20 PRP search reports and 20 title search reports annually, though no volume guarantees are made. Proposers must submit sample title search and PRP search reports finalized within the past three years, organizational charts with key personnel identified, resumes, and personnel experience forms for the Project Manager and Senior PRP Research Lead demonstrating relevant project experience and qualifications. The proposal must include a detailed contract work plan narrative addressing scope understanding, workflow, staffing, risk management, and training delivery methodologies.

The estimated contract value does not exceed $950,000 over a two-year term, with an option to renew for one additional year at DTSC's sole discretion. Performance is anticipated to start December 1, 2026. Compensation is structured as fixed unit prices for five service categories: Title Search Tasks and Reporting, PRP Search Tasks, Creation of PRP Search Reports, Training and Consultation, and Staff Travel Time.

Proposals must be submitted in sealed envelopes with a minimum of two paper copies and one electronic USB copy, with the cost sheet in a separate sealed envelope. Proposers must achieve a minimum technical score of 600 points out of 800 to have their cost proposals opened and evaluated. Written questions are due July 20, 2026 at 3:00 p.m. Pacific Time, with responses posted by August 4, 2026. Public cost proposal opening is scheduled for October 1, 2026 at 10:00 a.m. Pacific Time in Sacramento.
