About this opportunity
The Savannah-Chatham County Public School System (SCCPSS) issued RFP 26-27 on January 30, 2026, to procure content filtering, classroom device monitoring and management, and student wellness and safety services for a three-year contract period from June 2026 through June 2029. The solicitation seeks a single, integrated cloud-based solution from a qualified vendor that will manage all three service components. Key deliverables include content filtering capabilities to block malicious websites, comprehensive device monitoring and management functionality compatible with multiple platforms (JAMF for Apple devices, Google Apps for Education for Chromebooks, ManageEngine and Intune for Windows devices), and student wellness and safety features designed to support a bring-your-own-device environment where school-issued devices are taken home by students. Proposals must include functional, technical, and budget checklists with detailed descriptions demonstrating how offerings meet or exceed requirements, along with pricing submitted in a separate sealed envelope. Vendors may propose optional value-added services with separately identified pricing provided base proposals fully satisfy mandatory requirements. The evaluation criteria allocate 10 points to Section B, 35 points to Section C, and 20 points to Section D, with 5 points each for Sections E and one additional unspecified section. All proposals must be submitted electronically through the SCCPSS Purchasing Department e-Procurement portal at https://sccpss.bonfirehub.com by March 3, 2026, at 11:00 a.m. Eastern Time, with the deadline for bidder questions and material substitution requests set for February 18, 2026, at 5:00 p.m. Eastern Time. Contract execution is anticipated before June 1, 2026, with software demonstrations for short-listed offerors and notice of intent to award dates to be determined.
The RFP documents do not specify set-aside designations, restrictions on organization types, or disadvantaged enterprise requirements. The current incumbent vendor is ContentKeeper, which provides all three requested services through its ContentKeeper and StudentKeeper product suites, establishing the baseline technology infrastructure with which any new vendor's solution must be compatible or integrated. SCCPSS has not disclosed budget or current pricing information to protect the integrity of the bid process, and no award value or budget range is provided in the solicitation materials. All proposals must include current business licenses, certificates of insurance, and Web Accessibility Compliance Documentation as specified in the RFP. A "Cone of Silence" provision restricts communications between prospective offerors and district employees, board members, and evaluation committee members, except for authorized communications directed to the Director of Purchasing through the Bonfire Portal. SCCPSS reserves the right to modify the solicitation timeline through addenda and may choose not to award a contract based on proposals received.
