About this opportunity
The California Air Resources Board (CARB) is issuing a Request for Proposal (RFP) No. 23MSC002 for a "New Heavy-Duty Clean Air Programs Multimedia Outreach Campaign" targeting the Sacramento County and Sacramento City jurisdictions. CARB is seeking experienced and qualified contractors to develop effective advertising mechanisms that raise awareness and ensure fleets know how to comply with upcoming regulatory requirements related to the Advanced Clean Fleets Regulation, the Heavy-Duty Inspection and Maintenance Program, and the In-Use Off-Road Diesel-Fueled Fleets Regulation. The contract will require 22.5 months with a minimum of 20 months of active media campaigns. Proposals must include a detailed work plan, cost breakdown, and qualifications demonstrating experience in project management, the on-road heavy-duty commercial truck industry, strategic communication and outreach planning, conducting large-scale multimedia outreach, working with government clients, and experience with Spanish and Punjabi media markets. CARB will evaluate proposals based on technical merit and cost, with cost points accounting for up to 30% of the total score.
The RFP does not have an incumbent contractor, and CARB expects the campaign to begin within one month of the contract being executed. CARB's total budget for the contract is $2,800,000.00. The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. CARB reserves the right to reject any or all proposals.
