About this opportunity

Workforce Solutions North Texas Board is requesting proposals for child care services management and operations across eleven Texas counties (Wichita Falls, Vernon, Graham, and Bowie service locations), with proposals due June 30, 2026 at 4:00 p.m. CST and questions due June 22, 2026 at 8:00 a.m. CST.

Eligible proposers include for-profit entities, nonprofits, community-based organizations, partnerships, consortiums, joint ventures, and Managing Director/PEO model arrangements; single individuals and debarred entities are ineligible. The selected contractor assumes complete responsibility for program management beginning October 1, 2026, including client eligibility determination and documentation, provider recruitment and reimbursement, quality assurance monitoring, financial management and claims processing, data management, fraud prevention and detection, staff training and development, and customer service. The contractor must maintain approximately 81 existing positions with salary ranges from $25,000 to $105,000 annually (Project Director) and provide benefits comparable to current WSNT offerings: medical, dental, vision, and life insurance; retirement plan with employer match up to five percent; 14 annual paid holidays; and accrued paid time off. Compliance with WIOA Section 188, Civil Rights Act of 1964, Americans with Disabilities Act, and related federal, state, and local laws is mandatory. Proposers must disclose any outstanding monitoring, audit, or legal concerns.

The approximate year-one contract value is $10.5 million, with funding from the U.S. Department of Labor, Department of Health and Human Services, Department of Agriculture, and distributed through the Texas Workforce Commission. The contract term is one year with annual renewal options for a maximum of four years, contingent on satisfactory performance and fund availability. For-profit entities may include profit, with amounts negotiated based on performance benchmarks; all profit must be reinvested into allowable costs and services. Administrative and indirect costs combined may not exceed 10 percent of budget.

Proposals are evaluated on 300 points across five criteria: Organizational Capacity and Capability (60 points), Child Care Services (100 points), Demonstrated Experience and Effectiveness (55 points), Financial Management (35 points), and Cost Analysis/Cost Reasonableness (50 points). A minimum threshold of 70 percent overall is required for consideration; interviews may add up to 100 points, and VetHUB certification provides 10 bonus points. Interviews with top-scoring proposers are anticipated to begin July 6, 2026, with Board action expected in July or August 2026. Transition activities must be completed by September 30, 2026, with contract performance commencing October 1, 2026.
