About this opportunity

The Colorado Department of Public Health and Environment (CDPHE) is issuing Request for Proposal (RFP) 2025000257 for a comprehensive lead testing and remediation program targeting drinking water in child care facilities statewide. The project seeks a qualified contractor to perform multiple critical tasks, including statewide outreach, developing sampling plans, collecting water samples according to CDPHE and EPA 3Ts guidance, conducting remedial work (with subcontractors permitted), and providing follow-up training on lead reduction best practices. Key deliverables include water sample collection, detailed reporting, remediation of lead-contaminated fixtures, and tracking metrics such as facilities tested, samples collected, and children impacted. Contractor personnel must be capable of statewide travel, pass background checks when working in child care facilities during operating hours, and follow federal procurement guidelines. The proposal is due by 2:00 PM MDT on May 22, 2025, with an anticipated contract award during the week of May 26, 2025. The initial contract term runs from July 1, 2025, to December 31, 2027, with potential renewal options for up to two additional one-year periods, not exceeding five total years.

The RFP emphasizes Disadvantaged Business Enterprise (DBE) participation and requires contractors to demonstrate good faith efforts in engaging minority and women-owned businesses. Vendors must provide detailed organizational information, including Federal Employer Identification Number (FEIN), Unique Entity Identifier (UEI), and indicate if they qualify as a DBE, Minority Business Enterprise (MBE), or Women's Business Enterprise (WBE). The total project budget is $1,810,000, with personal services costs capped at $900,000, funded through the EPA Water Infrastructure Improvements for the Nation (WIIN) Act grant. The state reserves the right to modify the budget based on funding availability and contractor performance. Evaluation criteria will focus on the offeror's experience in water sampling, outreach campaigns, contractor management, and ability to operate within specified requirements. Contractors must carry specific insurance types, including workers' compensation, general liability, automobile liability, and professional liability, with minimum coverage amounts detailed in the contract template.
