About this file
This is a Request for Proposal (RFP) issued by the Colorado Department of Public Health and Environment (CDPHE), specifically the Water Quality Control Division, for a Lead Testing in Child Care Facilities Drinking Water Program. The RFP seeks qualified contractors to conduct comprehensive lead testing and remediation in child care facilities across Colorado that did not participate in previous testing under House Bill 22-1358. The project involves conducting outreach, developing sampling plans, collecting water samples following CDPHE and EPA guidance, performing remediation work, and providing follow-up training on best practices for reducing lead in drinking water. The contract is scheduled to start on July 1, 2025, with an initial term ending December 31, 2027, and potential renewal options for up to two additional one-year periods, not exceeding five years total.
The total budget for this project is $1,810,000, with the state reserving the right to modify the budget based on funding availability and contractor performance. Offerors must meet specific qualifications, including employing at least three individuals capable of statewide travel, ensuring background checks for personnel working in child care facilities, and following federal disadvantaged business enterprise procurement practices. The evaluation will consider factors such as the Offeror's experience in water sampling, outreach campaigns, contractor management, and ability to operate within the specified requirements. Proposals are due by 2:00 PM MDT on May 22, 2025, with an estimated contract award in the week of May 26, 2025.

Request for Proposal (RFP)
Water Quality Control Division (WQCD)
Colorado WIIN Lead Testing in Child Care Facilities Drinking Water Program
RFP # 2025000257
This solicitation contains instructions governing the proposal to be submitted and the material to be included therein, mandatory requirements, which must be met to be eligible for consideration; and other requirements to be met by each proposal.
STATEMENT ON AND COMMITMENT TO EQUITY
CDPHE acknowledges that long-standing systemic racism, including economic and environmental injustice, has created conditions that negatively impact marginalized communities, particularly people of color. These conditions, which limit opportunities for optional health and influence individual behaviors, are critical predictors of health outcomes.
I. BACKGROUND AND PURPOSE
A. Background
Test & Fix Water for Kids is a program created to implement House Bill 22-1358, which established mandatory requirements for each eligible school and child care program to test its drinking water sources for lead by May 31st, 2023 and to remediate as needed.
Although mandated, not every child care participated in this testing.
This project serves to further reduce children’s exposure to lead in drinking water by using the EPA’s Water Infrastructure Improvements for the Nation Act (WIIN) lead grant program funding to test for and remediate lead in eligible child care facilities that did not participate or were not in operation at the time that sampling was conducted under the requirements of House Bill 22-1358. Grants are allocated to states by the EPA for testing and remediation of lead in drinking water fixtures in schools and child care facilities. Colorado has received funding for two (2) years of this program implementation.
Technical assistance is to be provided to eligible child care facilities with a focus on disproportionately impacted communities across Colorado and those child cares that operate in older buildings and that serve the youngest populations. The contractor will be expected to work with a certified lab selected by the state. Qualified contractors will provide evidence that they can work with the public regarding health-based initiatives and can effectively deploy to all areas within the state for water sampling and lead remediation within the budget. CDPHE has an existing lead testing program (Test & Fix Water for Kids under House Bill 22-1358) that the contractor will be expected to work within: no database maintenance, GIS, or website work is required for this contract.
B. Purpose The purpose of this RFP is to solicit responses from qualified Offerors to provide outreach, enrollment, sampling plan development, water sample collection following CDPHE and EPA 3Ts guidance, remedial work (including plumbing and other trades as needed- subcontractors are encouraged) and follow-up training on maintenance of best practices to reduce lead in drinking water throughout the state. This work will primarily be on-site at licensed child care facilities. Contractor personnel who perform duties at child care facilities during times when facilities are caring for children must pass a background check.
The State of Colorado believes that equity, diversity, and inclusion drive our success, and we encourage Offerors from all identities, backgrounds, and abilities to apply. The State of Colorado is an equal opportunity entity committed to building inclusive, innovative work environments with contractors and employees who reflect our communities and enthusiastically serve them.
