About this file
This is a Draft Statement of Work (Exhibit B) for the Colorado Department of Public Health and Environment (CDPHE) related to the Test & Fix Water for Kids program, focusing on lead testing and remediation in child care facilities. The project will use EPA's Water Infrastructure Improvements for the Nation (WIIN) Act grant funding to test and remediate lead in licensed child care facilities that did not previously participate in sampling under House Bill 22-1358. The contract period spans from July 2025 to December 2027, with tasks including outreach, enrollment, sampling plan development, water sample collection following EPA 3Ts guidance, reporting results, providing remediation guidance, conducting remediation, and offering follow-up training on reducing lead in drinking water. The contractor will be responsible for working with child care facilities across Colorado, with a focus on the youngest and most disproportionately impacted communities.
The project will be funded through the EPA WIIN lead grant program, with the contractor expected to conduct site visits, collect water samples, manage remediation efforts, and provide detailed quarterly and annual reports. The contractor must have the ability to travel statewide, work in the Google Workspace environment, and meet monthly with CDPHE. Key reporting requirements include tracking metrics such as the number of child care facilities tested, samples collected, lead results, remediation actions, and the population of children impacted. The contractor will be responsible for all on-site activities, including facility walk-throughs, sample collection, and potential fixture replacements, with all material and labor costs to be reimbursed by CDPHE. The ultimate goal is to ensure all participating child care facilities have drinking water fixtures that test below the program's lead action level.
