About this opportunity
The Oregon Health Authority (OHA) Behavioral Health Division is issuing a Request for Grant Applications (RFGA #S-44300-00010881) for Culturally and Linguistically Specific Behavioral Health Services. The procurement seeks innovative approaches to provide behavioral health services for underserved communities, including BIPOC, AI/AN, people with disabilities, LGBTQIA2S+, and immigrant/refugee populations. Allowable program activities include telehealth initiatives, crisis intervention teams, peer support programs, integrated care models, culturally specific training, crisis stabilization centers, mobile crisis response teams, data analytics, community outreach, and respite care services. Applicants must demonstrate qualifications as a Culturally and Linguistically Specific Behavioral Health Organization (CLSBHO), an outpatient entity, an independently licensed Medicaid-eligible clinician, or a private/governmental entity with a cultural behavioral health program. The application due date is January 27, 2025, at 5:00 PM Pacific Time, with the grant term running from February 1, 2025, through December 31, 2025, and all program activities to be completed by September 30, 2025.
Eligible applicants include for-profit corporations, non-profit organizations, individual clinicians, and governmental entities that can provide culturally specific behavioral health services. The OHA expects to award approximately 12 grant agreements, with a separate $500,000 tribal set-aside for the Nine Federally Recognized Tribes of Oregon through a separate process. Each grant will provide a maximum of $150,000, totaling approximately $1.8 million in available funding, sourced from the Substance Use and Prevention Treatment Block Grant. Funding will be disbursed in two payments: one upon grant agreement execution and another on July 1, 2025. Subcontractors may be included in applications but require OHA's prior written consent. Organizations must provide proof of insurance and complete a Federal Funding Accountability and Transparency Act (FFATA) form. Indirect expenses are limited to 15% of total direct expenses, and funds cannot duplicate services already covered by other state, federal, or private insurance sources.
