About this file
This is a Questions & Answers document (Set #2) issued by the Oregon Health Authority (OHA) for Request for Grant Applications (RFGA) #S-44300-00010881 for Culturally and Linguistically Specific Behavioral Health Services. The document clarifies application requirements with responses due by January 24, 2025 at 5:00 PM Pacific Time, which represents an extended deadline to be formally documented in Addendum #2. The Q&A addresses three main questions regarding eligibility and subcontracting requirements for the grant program.
The document clarifies that for-profit corporations are eligible to apply as prime contractors if they provide a Culturally and Linguistically Specific Behavioral Health Program as defined in Section 2.2.3, though applications must be submitted by a single qualified applicant rather than joint applicants. Subcontractors may be included in applications and are not subject to the same minimum qualification requirements as prime applicants, but all subcontracts require OHA's prior written consent. If a for-profit entity receives a grant award, they would use the Sample Grant Agreement for Private Non-profit Organizations template provided in RFGA Attachment D, Part 1.
