2.3 OVERVIEW AND PURPOSE
2.3.1 OHA Overview and Background
OHA Strategic Goal: OHA established its agency strategic goal to eliminate health inequities in Oregon by 2030. Alongside the strategic goal, OHA adopted health equity as one of its core values and adopted a health equity definition:
Oregon will have established a health system that creates health equity when all people can reach their full health potential and well-being and are not disadvantaged by their race, ethnicity, language, disability, age, gender, gender identity, sexual orientation, social class, intersections among these communities or identities, or other socially determined circumstances.
Achieving health equity requires the ongoing collaboration of all regions and sectors of the state, including tribal governments to address the equitable distribution or redistribution of resources and power; and recognizing, reconciling, and rectifying historical and contemporary injustices.
OHA includes most of the state's health care programs, including Public Health and the Oregon Health Plan. This gives the state greater purchasing and market power to begin tackling issues with costs, quality, lack of preventive care and health care access.
OHA is working to fundamentally improve how health care is delivered and paid for, but because poor health is only partially due to lack of medical care, OHA will also be working to reduce health disparities and to broaden the state's focus on prevention.
2.3.2 Project Background and Purpose
OHA’s strategic goal is to eliminate health inequities for Oregonians. OHA’s focus is reducing or eliminating inequities in behavioral health across populations. OHA received federal Block Grants for Prevention and Treatment of Substance Abuse.
OHA is dedicated to achieving health equity by identifying and strengthening Culturally Specific Behavioral Health Services to address the needs of Oregon’s diverse populations.
This RFGA seeks to identify both the strengths and the unmet needs within behavioral health service delivery for Minoritized Cultural Communities.
To bridge identified gaps, this RFGA supports Culturally Specific Behavioral Health Organizations, Programs, and individual Providers in implementing innovative projects that prioritize and address these unmet needs. By fostering such projects, OHA aims to https://www.oregonlegislature.gov/lpro/Publications/BB2016TribalGovernmentsinOregon.pdf https://www.oregonlegislature.gov/lpro/Publications/BB2016TribalGovernmentsinOregon.pdf
Linguistically Specific Behavioral Health Services Page 10 of 31 advance culturally and linguistically specific care, enhance service accessibility, and improve health outcomes for Minoritized Cultural Communities within the behavioral health system.
Strategic Alignment
This RFGA aligns with the OHA Strategic Plan (2024-27) which can be reviewed at the internet link below,1 by addressing the critical need for a culturally and linguistically specific behavioral health workforce in Oregon.
A primary focus of this RFGA, shown below in the table below as Action 3 of the OHA Strategic Plan, is to meaningfully incorporate culturally and linguistically specific best practices within the incentives offered to recruit, retain, and sustain the workforce.
Strategy 2: Bolster the behavioral health workforce:
Recruit, retain, and expand the capacity of the behavioral health workforce to provide culturally and linguistically responsive care.
Outcome measures:
Increase the number of people incentivized to pursue or sustain a career in behavioral health.
Action 1: “Skill-up” the youth and young adult behavioral health workforce through training and education in best practices to increase the confidence and competency of providers to better treat and support those accessing care.
Start date: 06/01/2024
End date: 12/31/2027
Action 2: Retain and expand the behavioral workforce building on the 21-23 legislative session’s HB 2235 and HB 2949 workforce investments – continuing rate increases and other provider incentives.
Start date: 06/01/2024
End date: 12/31/2027
Action 3: Meaningfully include best practices that are culturally and linguistically specific within incentives offered to increase and maintain the workforce.
Start date: 06/01/2024
End date: 12/31/2027
By prioritizing Action 3, OHA aims to create a supportive environment where behavioral health professionals are empowered to provide services that respect and respond to diverse cultural values and beliefs, and linguistic needs of Minoritized Cultural Communities. Action 3 is crucial for fostering long-term workforce retention and strengthening Oregon’s behavioral health system. These culturally specific incentives reflect OHA's broader commitment to health equity, which seeks to eliminate health inequities and enable all Oregonians to reach their full health potential by 2030.

Vision
OHA aspires to elevate the voices of communities most harmed by health inequities and to build and sustain partnerships with them that achieve optimum behavioral health and wellness.
Funding Support
With a focus on effectiveness in addressing gaps in Culturally and Linguistically Specific Behavioral Health Services and Co-Occurring Disorder Services, the innovative projects funded by Substance Use and Prevention Treatment Block Grant aim to meet the unmet needs of distinct Minoritized Cultural Communities. Through evaluation of these innovative projects completed by Recipients of grants awarded from this RFGA, OHA seeks to gather insights into the effectiveness of various strategies in tackling these challenges.
By informing OHA on effective approaches, these evaluations could contribute to strategizing ongoing efforts to address inequities in behavioral health systems and improve outcomes in behavioral health services for Minoritized Cultural Communities in Oregon.
Applicants are welcome to apply for grants to support or create one or more of the allowable Program activities described in Section 2.4 below to help achieve the following goals:
• Goal #1: address disparities in service provision, alternative staffing, technology integration, training, community outreach, and the identification of service gaps.
• Goal #2: encompass a comprehensive approach to offering services that are culturally and/or linguistically specific to support consumers of these services.
These goals align with OHA’s values focusing on equity to address disparities in access to care and to provide individuals with the resources and support they need. This includes Oregon’s goal of building a robust continuum of prevention, treatment, recovery and reintegration to achieve better outcomes, offering care and supports early within the context of community.
All Substance Use and Prevention Treatment Block Grant (SUPT BG) funds must be fully spent by September 30, 2025. Time is of the essence.
