About this file
This is a Notice of Schedule Delay issued by the Oregon Health Authority (OHA) for Request for Grant Application (RFGA) #S-44300-00010881 for Culturally and Linguistically Specific Behavioral Health Services. The document indicates that the Notice of Intent to Award, originally scheduled for an earlier date, will now be delayed until approximately May 2025. The delay stems from the abrupt termination of federal funding by the U.S. Department of Health & Human Services (HHS) through the Substance Abuse and Mental Health Services Administration (SAMHSA) as of March 24, 2025.
The funding termination has created significant uncertainty regarding the availability of grant awards for the proposed behavioral health services project. Oregon is currently participating with other states in challenging the terminations and assessing the full impact of the federal funding loss. The OHA is evaluating its capacity to fund the grant awards and has emphasized that the May 2025 timeline for the Notice of Intent to Award could be subject to further changes based on the best interests of the State. Proposers who submitted responses to the original RFP are advised to be patient and understanding as the state navigates these extenuating circumstances.

NOTICE OF SCHEDULE DELAY
The State of Oregon, acting by and through the Oregon Health Authority (OHA), hereby issues this public notice for Proposers who responded to RFGA #S-44300-00010881 for Culturally and Linguistically Specific Behavioral Health Services (OregonBuys Bid Solicitation # S-
44300-00010881).
THIS IS NOT AN OPPORTUNITY TO SUBMIT A PROPOSAL. THIS IS ONLY A NOTICE.
This notice is to inform Proposers who submitted Proposals in response to RFP #S-44300- 000109911 that, in the best interest of the State and due to following circumstances, the issuance of the Notice of Intent to Award will be delayed.
As of March 24, 2025, the federal funding OHA expected to use for grant awards under RFGA # S-44300-00010881 was abruptly terminated by the U.S. Department of Health & Human Services (HHS) through the Substance Abuse and Mental Health Services Administration (SAMHSA). Oregon is participating with other states to challenge the terminations, but there is significant uncertainty as to whether funding will be available going forward. OHA is currently assessing the full impact of the federal funding termination and evaluating OHA’s capacity to fund grant awards for RFGA # S-44300-00010881. We appreciate your patience and understanding as we navigate these extenuating circumstances.
Accordingly, the RFP Schedule, as amended by Addendum #5, is being revised to stated issuance of the Notice of Intent to Award will be delayed until approximately May 2025.
This approximate date could change again, if in the best interest of State.
