About this opportunity

The Oregon Department of Education is requesting applications for Pathways to Multilingualism Grants to support Oregon public school districts and charter schools in designing new or improving established dual-language and tribal language revitalization programs, with applications due September 16, 2026 at 3:00 PM Pacific Time.

Eligible applicants are Oregon public school districts and public charter schools. The RFA anticipates awarding up to 41 grants totaling up to $2.05 million, with individual grants not exceeding $50,000. The grant period runs from July 1, 2026 through June 30, 2027. Funds support educator professional learning in multilingual instruction, instructional materials including dual and tribal language curriculum, supplemental staffing (excluding permanent FTE positions), and family and community engagement activities. Indirect or administrative costs are capped at 10 percent of the grant award, and contracted services cannot exceed 90 percent of total funds. All goods and services must be delivered and implemented within the 2026-27 fiscal year.

Applications are evaluated on a 70-point framework: program planning (20 points), multilingual readiness (10 points), community and staff engagement (10 points), Seal of Biliteracy/Multiliteracy planning (10 points), sustainability (10 points), and budget justification (10 points). School districts classified as "Rural Remote" (more than 25 miles from urban areas with populations exceeding 50,000) receive 10 additional priority points. Applicants must complete a fillable application form with five evaluation items limited to 400 words each, submit a detailed budget with itemized costs, and identify any exceptions to the Sample Grant Agreement terms.

Questions are due September 2, 2026. A pre-application conference recording from June 15, 2026 is available to applicants. The primary contact is Jennifer Huston at Jennifer.huston@ode.oregon.gov or 255 Capitol Street NE, Salem, OR 97310.
