Text Directly from RFA:
Goal 1: Advance academic learning by providing high-quality, evidence-based instruction that improves literacy proficiency and supports broader academic growth.
Deliver explicit, systematic, and cumulative literacy instruction and interventions grounded in the science of reading and aligned to Oregon content standards adopted under ORS 329.045;
Prioritize literacy as the central academic focus, with targeted supports in mathematics, science, and other content areas as appropriate to student need;
Use Oregon’s literacy priorities and research-aligned practices to drive instruction and emphasize measurable learning outcomes; and May include grade-level transition supports (e.g., incoming Kindergarten, middle grades, high school) and, when appropriate, credit recovery aligned to student need.
Goal 2: Support holistic youth development by pairing enrichment with infused literacy supports to accelerate learning while fostering curiosity, belonging, and well-being.
Provide hands-on, inquiry and project-based experiences intentionally connected to literacy goals (e.g., targeted vocabulary, academic discourse, and short writing/reflection tied to activities);
Center student voice, choice, and interests to open doors to new possibilities by co-designing experiences and offer activities that both reflect students’ passions and expose them to new domains (e.g., cooking, art, dance, graphic design, outdoor learning, STEM/CTE), often in partnership with community experts and mentors; and Promote students’ mental, emotional, social, and physical well-being in safe, supportive environments with caring adult relationships.
Goal 3: Ensure Equitable Access & Meaningful Family Partnerships by removing barriers to participation and engaging families as partners in student success.
Use culturally and linguistically responsive outreach, recruitment, and engagement, especially for students not yet at reading at grade-level and furthest from opportunity;
Provide accessibility supports (e.g., transportation, inclusive scheduling, communication in families’ home languages) to enable consistent participation; and Partner with families and caregivers to reinforce learning and belonging through regular two-way communication and opportunities to engage in student learning.

RFA Section 2.4.2
A Dual Language Education Program is an instructional model where students are presented academic grade level content in both English and a partner language.
A program with the goals of full bilingualism, biliteracy, and culturally sustaining pedagogy.
Program design includes a K-12 trajectory and is structured around a language allocation plan that is characterized by no less than 50 percent of instruction delivered in the partner language.
Programs may either be one-way or two-way, which is determined by the composition of enrolled students.
Two-way dual language program enrollment must maintain at least 50 percent native speaker student enrollment.
Defining a Dual Language Education Program
I’m going to make sure and emphasize some important definitions here for programs that qualify for funding through this RFA. "Programs may enroll both native English speakers and native speakers of the partner language with neither group making up more than two-thirds of the student population. "
A Tribal Language Revitalization Program is a community driven initiative designed to preserve, protect, and promote indigenous languages.
Programs work directly with members of Tribal communities whose languages are threatened or endangered to support their efforts to save or revive these languages.
The nine federally recognized Tribes of Oregon are working to preserve and revitalize their ancestral heritage, culture, language, and customs.
Native language revitalization is a complex and interdisciplinary subject that recognizes not only the damages incurred through the actions of colonization but also the amazing resilience and persistence of Indigenous people.
Defining a Tribal Language Revitalization Program a coordinated, high-quality learning experience aligned to the purpose and goals of the State Summer Learning Grant.
I used the RFA definitions section (4.2.2) and the Multilingual Strategic Plan, pg. 34
Defining the Oregon Seal of Biliteracy The Oregon Seal of Biliteracy/Multiliteracy (OSSB/OSSM) is a seal awarded to a students diploma in the state of Oregon denoting biliterate competence.
An award that recognizes Oregon public high school graduates who have attained a level of biliteracy and oral proficiency in two or more languages.
Requires proof of level of competence through coursework or assessment.
I used the RFA definitions section (4.2.2) and the Multilingual Strategic Plan, pg. 37
