About this file
This document is a Budget Worksheet template for the Pathways to Multilingualism Grant, administered by the State of Oregon to support Oregon educational entities in designing and improving dual-language and tribal language revitalization programs. Applicants must complete the provided budget form to demonstrate how requested grant funds relate to proposed programming, with the performance period running from July 1, 2026 through June 30, 2027. The grant supports three primary goals: implementing high-quality dual language programs for English learners, offering and supporting Tribal language courses for language revitalization and preservation, and supporting multilingual learners in earning the Seal of Biliteracy/Multiliteracy. Applicants may request grant amounts up to $50,000 and must provide detailed, itemized cost breakdowns rather than rolled-up line items, with the submitted budget directly corresponding to the requested amount.
Allowable expense categories include Salaries and Benefits, Instructional Professional and Technical Services, Travel and Communications, Tuition, Supplies and Materials, and Other Expenses, all of which must align with the three stated grant goals. Eligible costs include educator professional learning for multilingual instruction, instructional materials such as dual and tribal language curriculum, supplemental staffing support including stipends and release time, and family and community engagement activities. Applicants may claim indirect costs at their organization's approved indirect rate up to 10 percent of total costs. Funds must not be used for permanent staff hiring or pre-paid contracts for future biennium services; all goods and services must be provided and implemented during the July 1, 2026 through June 30, 2027 performance period. Applicants should reference the 2023 Program Budgeting and Accounting Manual for object code definitions and submit completed budget worksheets through the designated Smartsheet link (RFA S-58100-00017752).
