About this opportunity

The Greater Orlando Aviation Authority is requesting proposals for the manufacture, delivery, and installation of ten retail merchandising units (RMUs) and accessories at Orlando International Airport under ITN 26-615, with sealed electronic responses due November 6, 2026 at 2:00 p.m. This is a competitive negotiation (not a sealed-bid) procurement with no stated preference or set-aside program.

Respondents must demonstrate five years of continuous, recent, and verifiable experience in similar manufacturing and installation services within the past ten years, provide at least three client references, and obtain proof of bondability for 100% of contract value. A Performance Bond or irrevocable letter of credit equal to 100% of the contract value is required prior to execution. Workers' compensation and employer's liability insurance with limits of at least $1 million per occurrence are mandatory. All respondents must verify employment eligibility through E-Verify and register with the Aviation Authority's vendor performance management platform (Procurated/Canary).

Each RMU comprises a steel base with four drawers and two doors, a cash wrap station, a commercial-grade metal chair, two curtain boxes, and a roof assembly with LED lighting and a frosted acrylic panel. Materials include real-wood veneer (Treefrog 1805F ALPIXILO 2.0 Striped Treefrog), solid surface countertops (Wilsonart Designer White D354SL), powder-coated finishes (Tiger Drylac RAL 9003 white and RAL 7042 grey), laser-cut panels (Leaf Pattern 20-07 minimum 0.125 inches from Excalibur), and coil fabric security curtains (Cascade Coil, 18-gauge steel, black powder-coated satin). All vendors and materials are pre-approved; respondents must use only designated suppliers per Appendix B. The security system requires specific approved component part numbers (DM-0905, DM-0384, GCSDS-0208, GCSDS-0209, DM-0862) per Appendix C.

Installation must occur between 10:00 p.m. and 6:00 a.m., with respondents bearing full responsibility for verifying door dimensions along the delivery path and planning partial assembly if necessary to navigate fixed-height (80 inches) and fixed-width doors (AS 2: 82 inches; AS 4: 81.5 inches). Respondents must provide itemized pricing, project schedules, manufacturer warranties, maintenance manuals with approved cleaning chemicals, replacement parts lists, shop drawings and material boards for pre-production approval, and as-built drawings prior to installation.

A non-mandatory pre-submittal meeting is scheduled for October 14, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due October 23, 2026 at 5:00 p.m., with responses issued by November 2, 2026 at 5:00 p.m. Evaluation occurs December 9, 2026, with optional interviews December 18, 2026. Negotiations conclude by February 3, 2027; BAFO evaluation follows by February 9, 2027, and Aviation Authority Board approval is scheduled for March 17, 2027. Manufacturing, delivery, and installation commence on or about April 1, 2027. No contract value or term is specified.
