About this opportunity

Glenwood Redevelopment Corporation is requesting sealed bids for pavement and utility demolition at the Glenwood Resource Center Campus in Glenwood, Iowa, with bids due October 14, 2026 at 2:00 p.m., and a mandatory pre-bid conference on October 1, 2026 at 10:00 a.m.

The scope covers removal and stockpiling of existing pavement (68,000 square yards concrete, 5,900 square yards asphalt, 13,800 square yards sidewalk), salvage and stockpiling of aggregate subbase (2,000 cubic yards), abandonment in place or removal of utilities (26,000 linear feet water mains, 15,000 linear feet sanitary sewers, 8,400 linear feet fuel oil lines, 15,000 linear feet gas mains), tunnel demolition, manhole removal and abandonment, storm sewer removal, clearing and grubbing, and temporary fencing. Concrete demolition materials are to be processed and stockpiled for recycling into modified subbase material. Contractors must obtain all required permits, coordinate with utility providers, submit 811 utility locating notifications a minimum of three business days prior to excavation, manage erosion and sediment control, and dispose of materials at approved facilities. The project includes areas of archeological concern requiring special sequencing attention, and multiple trees designated for protection.

The contract uses unit price bidding; final contract price will be based on actual quantities performed. Substantial completion is required by April 1, 2027, with final completion by May 1, 2027. Liquidated damages are $1,000 per day for failure to meet contract completion dates. Progress payments are made monthly at 90 percent of completed work value with retainage; upon 50 percent completion with satisfactory progress, additional retainage ceases. Bid security is a penal sum bid bond at five percent of maximum bid price. The successful bidder must furnish performance and payment bonds, evidence of Iowa contractor licensing and authorization to do business in Iowa, and qualifications documentation within specified timeframes.

A site visit is available October 9, 2026 from 11:30 a.m. to 12:30 p.m. The pre-bid conference may be attended in-person at the Mills County Annex Building in Glenwood or virtually via Microsoft Teams. Sealed bids are received at the HDR office in Omaha, Nebraska. This is Phase 3 of a planned series of demolition projects at the former Glenwood Resource Center for 2026.
