About this opportunity

The Orange County Transportation Authority is soliciting quotes for bulk antifreeze supply under RFQ 250454, with quotes due September 9, 2026 and questions due by 4:00 p.m. August 21, 2026. Award will be made to the lowest responsive, responsible firm on a lump-sum basis with no price negotiation permitted. No set-asides, prevailing-wage requirements, or DBE participation goals apply.

The scope requires pre-mixed 50/50 antifreeze delivered on as-needed basis in fifty-five-gallon minimum drum sizes to two locations: Garden Grove and Santa Ana. Standard delivery must occur within forty-eight hours of order receipt; emergency deliveries (limited to once monthly) require twenty-four-hour turnaround. Deliveries are restricted to Monday–Friday, 7:00 a.m. to 5:00 p.m., excluding holidays. The antifreeze must meet Cummins, Inc. CES 14603 standards and comply with state and local hazardous materials requirements. Acceptable products include Fleetguard ES Compleat, Old World Industries Fleet Charge 50/50 Antifreeze, or other Cummins-approved equivalents. The contractor must provide chemical analysis of samples, inhibitor testing at six-month intervals, specification and safety data sheets, and proof of Cummins approval. Firms must bid on all line items in Exhibit B (Price Summary Sheet) or be deemed non-responsive. No trip charges, fuel surcharges, or shipment charges are permitted. Defective items must be replaced or credited within fifteen days.

The estimated contract value is $92,000 for a two-year initial term through September 30, 2028. The incumbent contractor, Cummins, holds Contract C42594, expiring November 30, 2026. Pricing must be firm-fixed for the entire contract term; all price decreases automatically extend to OCTA, and firms guarantee that quoted prices do not exceed prices quoted to any other local, state, or federal government entity for equal or lesser scope.

The contractor must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (California statutory), Employers' Liability ($1,000,000 per accident and per disease), and Pollution Liability ($2,000,000 per claim). OCTA and its officers, directors, and employees must be named additional insureds on general and automobile liability. Proof of insurance must be submitted to InsureTrack within ten calendar days of the agreement's effective date.

All submitting firms must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the U.S. Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. OCTA will respond to written questions by addendum no later than August 25, 2026. Award is anticipated September 22, 2026.
