About this file

This is a Price Summary Sheet (Exhibit B) for an Invitation for Bid (IFB) 250454 issued by the Orange County Transportation Authority (OCTA) in California for the procurement of bulk antifreeze. The RFQ solicits qualified firms to provide quotes for antifreeze supply under a two-year initial term, with a total budget of $92,000.00. Firms must complete the pricing proposal section by electronically entering unit prices for each line item into the OpenGov system, and all line items in Exhibit B must be bid to avoid non-responsive status. Written questions or clarifications must be submitted by 4:00 p.m. on August 21, 2026, with OCTA responding by written addendum no later than August 25, 2026. Award will be made to the lowest responsive and responsible firm on a lump sum basis, with the successful firm required to comply with all applicable Equal Employment Opportunity Laws and Regulations.

Pricing must be firm-fixed for the entire Blanket Purchase Order term, incorporating all direct costs, indirect costs, freight, and profit as specified in Exhibit A. No price increases are permitted during the contract term, though all price decreases will automatically be extended to OCTA. Contractors must provide substantiated proof of cost increases at least 90 days in advance for consideration, with no retroactive adjustments allowed. Invoices must be itemized with all material costs, and supporting documentation is required for parts exceeding $500. Contractors guarantee that quoted prices are equal to or less than prices quoted to any other local, state, or federal government entity for equal or lesser scope services. Additionally, by submitting a quote, firms certify they are not subject to Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government.
