About this file
This is an Independent Cost Estimate (ICE) document prepared by the Orange County Transportation Authority (OCTA) for a bulk antifreeze procurement. The Authority is seeking qualified firms to provide bulk antifreeze on an as-needed basis with no guaranteed minimum usage under a two-year initial contract term expiring June 25, 2026. Written questions or clarifications must be submitted by 4:00 p.m. on August 21, 2026, with the Authority responding via written addendum by August 25, 2026. The award will be made to the lowest responsive and responsible firm on a lump sum basis, and firms must bid on all line items in the Price Summary Sheet (Exhibit B) to be considered responsive. The successful contractor must comply with all applicable Equal Employment Opportunity Laws and Regulations.
The total budget for this procurement is $92,000.00 for the two-year contract term. The cost estimate is based on prior contract usage with a six percent inflation adjustment and replaces the incumbent contract C42594 with Cummins, which expires November 30, 2026. Funding is allocated across two accounts: Account 2162-7714-D2108-103 (40 percent) and Account 2168-7714-D2108-103 (60 percent). All submitting firms must certify that they are not subject to any Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government, including Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. The bid may be awarded without further discussion or negotiation.
