About this opportunity

The Orange County Transportation Authority is requesting quotes for lighting supplies under RFQ 250263 with quotes due June 11, 2026, and a question deadline of June 2, 2026 at 4:00 p.m. This is a blanket renewal contract replacing the expired Lighting Supplies contract C13488.

All responding firms must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government, including those specified in Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065. Failure to certify disqualifies the vendor.

The scope covers lighting supplies delivered on an as-needed basis to OCTA facilities in Garden Grove, Santa Ana, Anaheim, and Irvine. The contractor must deliver within four days of order receipt and provide both delivery and will-call services during business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.). All supplies must be new and unopened. Pricing must remain firm and fixed for the entire contract period with no price increases, surcharges, or adjustments permitted. Firms must bid on all line items in the pricing proposal; failure to do so renders the quote non-responsive and ineligible for award.

The contract budget is $50,000 over a two-year term effective July 1, 2026 through June 30, 2028. Award will be made to the lowest responsive and responsible firm on a lump sum basis without further discussion.

The successful contractor must carry Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limits), Workers' Compensation, and Employers' Liability ($1,000,000 per accident). Proof of insurance must be submitted within ten calendar days of the effective date and before work commencement. The contractor must designate a Health, Safety, and Environmental Representative with current Board of Certified Safety Professionals certification and at least five years of demonstrated construction experience within ten business days of award. OCTA will respond to written questions by June 5, 2026 via addendum.
