About this opportunity
The City of Kingman, Arizona is seeking Statements of Qualifications from qualified master developers for the master development of a traffic interchange on Interstate 40, Kingman Crossing Boulevard arterial roadway improvements, and approximately 128 acres of adjacent city-owned land under RFQ 2026-RFQ-019, with qualifications due November 19, 2026 and questions due November 6, 2026.
Qualified respondents must demonstrate documented experience in developing large-scale infrastructure improvements of comparable size, scope, and scale, including successful completion of at least three reasonably similar projects within the past 72 months, with specific experience in traffic interchange development, arterial roadway improvements, and mixed-use developments of at least 100 acres.
The scope encompasses three integrated components: constructing a diamond service overpass traffic interchange at I-40 milepost 54.46–55.85; designing and constructing Kingman Crossing Boulevard as a four-lane arterial roadway from its existing southern terminus to Southern Boulevard; and developing the city-owned land south of I-40 with retail, commercial, multifamily residential, hotel, medical facilities, and complementary uses. Stage IV design documentation (95% complete by AECOM) is available; the construction cost estimate totals approximately $40.8 million for the interchange and roadway. The project is phased across 514 calendar days with a contract time of 520 calendar days, including two 2-span AASHTO girder bridge structures, five box culverts, storm drain systems, traffic signals, lighting, and associated site work.
The City will retain reversionary interests in city-owned land if construction does not proceed per the Development Agreement. The selected developer receives reimbursement for Developer Public Improvements Costs through 50 percent of net new transaction privilege taxes (quarterly payments beginning 90 days after traffic interchange opening), lease value offsets, lump sum payments equal to 50 percent of net city land sale proceeds (capped at 50 percent of traffic interchange costs), and a 0.25 percent surcharge on all transaction privilege taxes generated on the project site. The reimbursement obligation extends up to 25 years or until full payment, whichever is earlier, with 2.5 percent annual interest on unreimbursed portions.
A three-step selection process includes SOQ evaluation to establish a short list, proposal evaluation from short-listed developers, and interviews with final selection. A good faith deposit may be required. Respondents must register with the Arizona Corporation Commission or Secretary of State and be authorized to do business in Arizona. All submissions are made through the OpenGov procurement portal at https://procurement.opengov.com/portal/cityofkingman.
