About this file

This is an Environmental Review document prepared by the Arizona Department of Transportation (ADOT) Environmental Planning division for the Kingman Crossing Traffic Interchange Project, a collaborative effort involving ADOT, the City of Kingman, AECOM, and other stakeholders. The project involves constructing a new diamond traffic interchange on Interstate 40 between mile posts 54.46 and 55.85 in Kingman, Mohave County, Arizona, designed to accommodate future traffic volumes generated by residential development in east Kingman and relieve congestion at the existing East Kingman interchange. The scope of work includes constructing two 2-span girder bridges, ramps, a 0.33-mile four-lane arterial roadway, bicycle and pedestrian infrastructure, storm drain systems, drainage channels, barrier systems, retaining walls, and associated pavement work. The project will require new right-of-way acquisitions and temporary construction easements from private landowners, Arizona State Land Department (ASLD), and the City of Kingman. Environmental approval was issued on October 4, 2023, contingent upon compliance with specified environmental commitments.

The document establishes specific responsibilities for both the City of Kingman and the contractor to ensure environmental compliance and mitigation. City responsibilities include determining the need for Arizona Department of Agriculture notification regarding protected native plants, seeding disturbed soils with native species, updating noise analysis during final design, and determining the Storm Water Pollution Prevention Plan preparer. Contractor responsibilities encompass developing and implementing a Noxious and Invasive Plant Species Treatment and Control Plan, preparing lead-based paint removal and abatement plans for pavement striping and median curb paint, completing National Standards for Hazardous Air Pollutants (NESHAP) notifications for culvert extensions and temporary crossover demolition, controlling fugitive dust during milling activities, and immediately ceasing work and notifying the Engineer if suspected hazardous materials are encountered. All plans require approval from appropriate ADOT Environmental Planning coordinators prior to implementation, with specific submission timelines ranging from five to ten working days before construction commencement.

Kingman Crossing Traffic Interchange

Project Limits:

This project is located on Interstate 40 (I-40) between mile posts (MP) MP 54.46 – MP 55.85 in the city of Kingman, Mohave County, Arizona. The Kingman Crossing traffic interchange will be located within the identified project limits.

Project Scope:

The City of Kingman is currently experiencing an increase in residential development, with the largest concentration of growth occurring in east Kingman. The purpose of the project is to provide access and accommodate future traffic volumes generated by the growing east Kingman area and to relieve congestion at the existing East Kingman TI (Andy Devine Avenue/SR 66).

Environmental Planning re-evaluated the environmental impacts of the additions to the scope of work and reduced limits. A cultural consultation and closeout and a Preliminary Initial Site Assessment (PISA) were prepared for the re-evaluation.

The new scope of work consists of:

constructing a new diamond TI 1.5 miles east of the existing East Kingman TI constructing two 2-span girder bridges constructing ramps extending the eastbound and westbound ramps east of the TI extending culverts at nine locations on I-40 constructing 0.33 mile of four-lane arterial roadway constructing a bicycle lane, sidewalk, curb, and gutter constructing a storm drain with manholes and catch basins constructing a temporary and permanent drainage channel constructing temporary two lane crossover relocating signs constructing half barrier, crash cushion, vertical curb, cable barrier, chain-link fence extending left and right lanes

constructing, extending, and regrading median relocating utilities constructing retaining walls backfilling and excavation installing new guardrail saw cutting shoulder placing asphalt concrete, asphaltic rubber-asphaltic concrete friction course, and Portland cement concrete pavement

The project will occur within ADOT ROW and within lands owned by the City of Kingman, Arizona State Land Department (ASLD), and private lands. New right-of-way (ROW) and temporary construction easements (TCE) will be required from private landowners, ASLD, and the City of Kingman for the construction of the new TI, Rancho Santa Fe Parkway and drainage easements.

If there is a change in the project scope or the project limits, Environmental Planning (Taylor Gustafson, (480)349- 8832) must be contacted to evaluate potential impacts.

This constitutes environmental approval.

The following project environmental commitments must be included in the project activities and are not subject to change without written approval from Environmental Planning.

City of Kingman Responsibilities:

• Protected native plants within the project limits will be impacted by this project; therefore, the City of Kingman will determine if Arizona Department of Agriculture notification is needed. If notification is needed, the City of Kingman will notify the Arizona Department of Agriculture at least 60 days prior to the start of construction so that the Arizona Department of Agriculture can determine the disposition of these plants.

• All disturbed soils not paved that will not be landscaped or otherwise permanently stabilized by construction will be seeded using species native to the project vicinity.

• During final design, the City of Kingman project manager will contact the Arizona Department of Transportation Environmental Planning noise coordinator (602.712.8246 or 602.712.7767) to arrange for qualified personnel to review and update the noise analysis.

• The City of Kingman will determine who will prepare the Storm Water Pollution Prevention Plan.

Contractor Responsibilities:

• The contractor shall develop a Noxious and Invasive Plant Species Treatment and Control Plan in accordance with the requirements in the contract documents. Plants to be controlled shall include those listed in the State and Federal Noxious Weed and the State Invasive Species list in accordance with State and Federal Laws and Executive Orders. The plan and associated treatments shall include all areas within the project right of way and easements as shown on the project plans. The treatment and control plan shall be submitted to the City of Kingman for review and approval prior to implementation by the contractor.
