About this opportunity
The Newnan Urban Redevelopment Agency (NURA) has issued a Request for Qualifications (RFQ) for general contractors to participate in the Chalk Level Area Housing Rehabilitation Program in the City of Newnan, Georgia. The procurement seeks to establish a pool of qualified contractors to perform rehabilitation of owner-occupied housing units and construct new homes on city-owned properties. This opportunity is funded through a $4.6 million Congressionally Directed Spending Request from the FY2023 Federal Budget, with the primary objective of creating housing for low-, moderate-, and middle-income families whose household income is at or below 120% of the area median income. Contractors must possess a current Georgia general contractor license, demonstrate financial stability, and maintain appropriate business licenses and insurance. The evaluation criteria will assess contractors on residential construction experience (0-10 points), project timely performance (0-10 points), HUD program experience (0-5 points), financial stability and insurance (0-10 points), and other attributes (0-5 points), with a total possible score of 40 points. The solicitation has an open-ended acceptance period, with the final due date set for September 30, 2031, allowing contractors to submit qualifications for potential inclusion in the contractor pool.
The RFQ does not explicitly mention specific set-aside designations for disadvantaged enterprises, though contractors must comply with federal and state labor laws, environmental regulations, and the Georgia Security and Immigration Compliance Act. Contractors will be selected from the qualified pool to bid on specific rehabilitation or new construction projects, with NURA reserving the right to reject any responses not deemed acceptable. The program anticipates constructing new housing units that will be sold to qualifying families, with NURA awarding contracts to the lowest responsive and responsible bidder for each specific project. While a precise award value is not specified, the overall program budget is $4.6 million, which will fund multiple housing rehabilitation and new construction projects. Contractors must demonstrate the financial capability to finance rehabilitation efforts for 30 days before receiving HUD reimbursement, indicating the potential for multiple project awards with varying individual contract values.

The City of Newnan has been awarded a Congressionally Directed Spending Request of $4.6 million through the FY2023 Federal Budget. The City Council of the City of Newnan has authorized the Newnan Urban Redevelopment Agency (NURA) to serve as the program administrator. The activities in this program involve the rehabilitation owner occupied housing units and the construction of new homes on City of Newnan owned properties. The new construction housing units will be sold to low-, moderate- and middle-income families whose household income is at or below 120% of the area median income for the county in which the property is located. The NURA is looking to engage qualified general contractors to construct new homes on or perform various repairs and rehabilitation of these properties. This solicitation is designed to enable the NURA to develop a pool of qualified contractors. For each property, the NURA will provide either a detailed listing of the repairs to be performed or house plans for new construction. This list/plan will be distributed to the contractors in the pool for the purpose of soliciting bids for performing the rehabilitation/new construction. The NURA will award the contract to the lowest bid that is both responsive and responsible. The NURA reserves the right to reject any or all responses not deemed acceptable.
