About this opportunity
The City of Newnan, through the Newnan Urban Redevelopment Agency (NURA), is seeking Statements of Qualifications from licensed architectural, structural engineering, and land surveying firms to support the Chalk Level Area Housing Rehabilitation Program. This Request for Qualifications (RFQ) aims to establish a pre-qualified pool of professional services firms to provide comprehensive support for residential construction and rehabilitation projects funded by a $4.6 million Congressionally Directed Spending allocation. The procurement seeks firms capable of delivering services including site surveys, platting, structural assessments, architectural drawings, construction documents, code compliance reviews, and construction phase support. Respondents must hold current professional licenses in Georgia, maintain active insurance policies, and demonstrate financial stability. The evaluation will utilize a 40-point system considering factors such as experience in residential property design, ability to perform timely work, HUD-related program experience, and overall qualifications. The solicitation was posted on July 8, 2025, with a response deadline of September 30, 2031, providing an extended window for potential respondents to submit their qualifications.
The program specifically targets low-, moderate-, and middle-income families with household incomes at or below 120% of the Area Median Income for Coweta County. While no specific set-aside designations are explicitly mentioned, the project emphasizes compliance with federal and state regulations, including E-Verify, immigration compliance, and various civil rights and housing development acts. Firms must submit one original, five hardcopies, and one digital copy of their qualifications to the City of Newnan. The total project budget is $4.6 million, with the initiative focusing on rehabilitating owner-occupied housing units and constructing new homes on City-owned lots. NURA reserves the right to reject any responses not deemed in the best interest of the program, and firms will be engaged on an as-needed basis. The procurement allows for ongoing selection as program income continues to provide revolving funds, creating potential for multiple awards and long-term professional service contracts.
Opportunity text
The City of Newnan has been awarded $4.6 million through a Congressionally Directed Spending allocation in the FY2023 Federal Budget. The Newnan City Council has authorized the Newnan Urban Redevelopment Agency (NURA) to serve as the administrator of these funds. The program includes two primary activities: the rehabilitation of owner-occupied housing units and the construction of new homes on City-owned lots. These new homes will be sold to low-, moderate-, and middle-income families whose household income is at or below 120% of the Area Median Income (AMI) for Coweta County. To support this initiative, NURA is seeking Statements of Qualifications from experienced and licensed architectural, structural engineering, and land surveying firms. The purpose of this RFQ is to establish a pre-qualified pool of firms that can provide professional services for the planning, design, and implementation of both new home construction and residential rehabilitation projects. Selected firms may be engaged on an as-needed basis for tasks such as: Site surveys and platting, Structural assessments and design, Architectural drawings and construction documents, Code compliance reviews, Construction phase support. This RFQ process will enable NURA to expedite professional service contracting while ensuring a high standard of quality and compliance with federal funding requirements. NURA reserves the right to reject any or all responses determined not to be in the best interest of the program.
