About this opportunity

The Newnan Urban Redevelopment Agency (NURA), administering the City of Newnan's Congressionally Directed Spending award of $4.6 million from the FY2023 Federal Budget, is requesting qualifications for a pool of Residential Inspectors to evaluate owner-occupied housing units and newly constructed homes on city properties under the Chalk Level Area Housing Rehabilitation Program. Responses are accepted on a rolling basis with no fixed closing date; the solicitation opened September 22, 2025.

Respondents must hold a current Georgia home inspection license and maintain appropriate business licenses and insurance. Addendum 1 (October 21, 2025) clarifies that code compliance inspection certifications receive preference; respondents without formal certification must demonstrate sufficient expertise in code compliance. All inspectors must demonstrate financial stability to finance rehabilitation work for up to 30 days pending HUD reimbursement.

Scope includes complete home inspections on occupied residential properties, recommending repairs to meet local, state, and national building codes, and estimating repair costs. The program prioritizes life safety and code compliance over cosmetic improvements.

Evaluation is weighted across five criteria (40 total points): experience in residential property inspections (0–10 points), ability to perform on a timely basis (0–10 points), past experience with HUD-related programs (0–5 points), proposed compensation (0–10 points), and other appropriate attributes (0–5 points). Selection is made by NURA and City of Newnan staff based on qualifications and estimated fees. NURA reserves the right to reject any or all responses.

Respondents must submit one original, five hardcopies, and one digital copy to Andrew Moody, City of Newnan, 25 LaGrange Street, Newnan, Georgia 30263. Required documentation includes cover letter, licenses and insurance certificates, experience descriptions, firm information, inspection turnaround time, three references (including a banking reference), proposed rate per inspection, Contractor Affidavits, E-Verify documentation, Conflict of Interest Statement, Officer's Oath, and Certification Regarding Debarment. The project is subject to federal compliance including Section 3 of the HUD Act of 1968, Title VI of the Civil Rights Act, Fair Housing Act, ADA, and Georgia E-Verify requirements.
