The RFP includes Addendum #1 (posted June 3, 2026) that modifies requirements and terms from the original solicitation; vendors must review the addendum before submitting.
The scope comprises routine cleaning three times weekly (wastebasket emptying, floor cleaning, surface dusting, restroom sanitation and disinfection), weekly spot cleaning of carpets and baseboards, and monthly detailed cleaning of stainless-steel window framing, fire extinguisher checks, and appliance cleaning. On-call services include emergency cleaning outside standard business hours, deep cleaning, carpet cleaning at 25 cents per square foot, and strip-and-wax floor treatments at 40 cents per square foot. The contractor must provide all labor, supervision, equipment, and supplies and demonstrate the ability to manage multi-site operations while maintaining consistent service quality and complying with applicable safety, security, and regulatory requirements.
The contract term is three years (base) with two optional years (Years 4–5). Pricing is structured with unit or monthly rates for routine services and hourly rates for on-call services. Contractors must submit detailed cost breakdowns for Base Years 1–3 and separate pricing for Option Years 4–5 using the County's template.
The County standard contract template for agreements exceeding $200,000 applies. Contractors must maintain workers' compensation and liability insurance (general liability, motor vehicle, and professional liability each at $1,000,000 minimum) with the County named as additional insured. Prevailing wage requirements under California Labor Code Section 1770 et seq. and the Living Wage Ordinance apply. All work products become County property. The County may terminate without cause upon 30 days' written notice or for cause following a 10-day cure period.
Proposals are evaluated on qualifications, experience, service approach, and cost competitiveness.
