About this opportunity
The City of Hayward is soliciting sealed proposals through Request for Proposals 26-031 for leasehold interest and land value appraisals of two city-owned properties located at 22631-22852 Foothill Boulevard (Assessor Parcel Numbers 428-0066-085-00 and 428-0066-086-00), commonly known as Cinema Place and Cinema Place Parking Garage. The procurement requires an independent, well-supported appraisal that provides an objective and defensible basis for evaluating ground lease value and land value to support the City's informed decision-making. Deliverables include a kick-off meeting, review of existing documents including land use controls and site plans, preparation of a draft appraisal report with City staff review and revision cycles, and delivery of a final comprehensive report in both bound paper and PDF formats. Proposals must be submitted electronically through the City's OpenGov Procurement portal by 4:00 p.m. on Wednesday, February 4, 2026, with a deadline for questions established as January 27, 2026, contractor selection scheduled for February 11, 2026, and subsequent City Council contract approval to follow. Proposals will be evaluated on six equally weighted criteria at 16.7 percent each: project management (10 points), project understanding (10 points), approach (10 points), qualifications of firm and team (10 points), responsiveness (10 points), and appropriateness of cost (10 points). Qualified proposing firms must demonstrate relevant appraisal experience, maintain appropriate professional licenses, identify key personnel, and submit proposals organized into nine specified sections including firm qualifications, staffing details, project approach, workplan, schedule, and cost proposal on a not-to-exceed basis with clearly identified labor rates and professional staff designations.
There are no identified set-aside designations or disadvantaged enterprise restrictions described in the procurement documentation for this professional services contract. However, all proposing firms must comply with the City of Hayward's nondiscriminatory affirmative action certification requirements for contracts valued at $10,000 or greater, which mandate compliance with federal Executive Order 11246, the California Fair Employment Practices Act, and Hayward Municipal Code Chapter 2, Article 7; firms must also execute an affirmation of non-involvement in the development or production of nuclear weapons under City Ordinance No. 87024 C.S. and submit a non-collusion affidavit certifying that bids are made independently and without collusion or price-fixing. Additional standard City requirements include execution of a professional services agreement, provision of labor and materials bonds and performance bonds equal to not less than 100 percent of the total contract amount, and maintenance of appropriate insurance coverage including Workers' Compensation and Public Liability Insurance with minimum single limits of $1,000,000 from California-admitted insurers with an A.M. Best's Rating of no less than A:XI. No specific budget range or award value has been disclosed in the available procurement documentation; pricing information will be evaluated as part of the proposal submission process based on the task-specific cost estimates and hourly rates provided by each proposing firm.
