About this file
Summary of RFP 26-031: Leasehold Interest and Land Value Appraisals
This is a Request for Proposals (RFP) issued by the City of Hayward, California, for professional appraisal services related to two city-owned properties. The City seeks independent, well-supported appraisals of the leasehold interest value and land value for the Cinema Place property (1.54 acres, APN 428-0066-085-00) and the Cinema Place Parking Garage (0.88 acres, APN 428-0066-086-00), both located at 22631-22852 Foothill Boulevard. The project requires qualified appraisal professionals to conduct a comprehensive valuation that reflects each property's physical, legal, and regulatory characteristics. Deliverables include a kick-off meeting with City staff, review of existing land use controls, easements, setback requirements, site plans, and survey information; preparation of a draft land value and ground lease appraisal report incorporating City feedback; and delivery of a final comprehensive appraisal report in both bound paper and PDF formats. The deadline for question submission is January 27, 2026, at 4:00 p.m., with proposal responses due electronically through the OpenGov Procurement portal by February 4, 2026, at 4:00 p.m. Contractor selection is scheduled for February 11, 2026, followed by City Council contract approval.
Proposals will be evaluated on six equally weighted criteria, each worth 10 points (16.7 percent of total): project management, project understanding, approach, qualifications of firm and team, responsiveness, and appropriateness of cost. Proposing firms must submit proposals organized into nine specified sections, including a cover letter identifying the primary contact, team identification and qualifications, descriptions of relevant projects with client references, project approach, proposed scope of services, workplan with professional labor hours, schedule of labor charges and rates, and proposed budget on a not-to-exceed basis without use of "TBD" annotations. The City requires compliance with nondiscriminatory affirmative action certification requirements, execution of a standard Professional Services Agreement, non-collusion affidavits, and submission of labor and materials bonds and performance bonds equal to not less than 100 percent of the total contract amount. Firms must maintain Workers' Compensation and Public Liability Insurance with minimum single limits of $1,000,000 from California-admitted insurers. No specific budget range or contract award value has been disclosed; pricing will be evaluated as part of the proposal submission process based on task-specific cost estimates and hourly rates provided by proposing firms.
