About this opportunity

Salt Lake City Department of Public Utilities is requesting proposals for professional engineering services for cogeneration integration to a new Water Reclamation Facility, with proposals due November 12, 2026. The scope encompasses preliminary and final engineering design, bidding assistance, and construction-phase services for the cogeneration integration project.

The contract is a time-and-materials engagement with compensation based on actual hours worked and authorized expenses, as approved in writing by the City. The total contract amount and project completion date are to be specified in Exhibit A of the Professional Services Agreement. Work proceeds in phases only upon written authorization from the City. The selected firm must maintain commercial general liability, commercial automobile liability, and professional liability insurance of $2 million per occurrence each, with annual aggregates on the professional liability policy, and must name Salt Lake City Corporation as an additional insured. All work product—drawings, specifications, reports, and intellectual property—becomes sole property of the City.

The City retains a Project Manager with authority to act on the City's behalf and reserves the right to examine the Engineer's submissions, furnish required information, and provide timely approvals. The Engineer is responsible for quality assurance, compliance with all applicable federal, state, and local laws and building codes, and cost minimization in design. The City may terminate the Agreement for convenience with seven calendar days' written notice or for cause if the Engineer fails to cure performance defects within seven days of written notice.

The project is funded through the City's capital improvement program. Prospective bidders must comply with all applicable state and local set-aside provisions or preference programs established by Salt Lake City or the State of Utah. An associated Homeland Security data request indicates that the City is gathering existing-facilities electrical and water-infrastructure information to support the engineering evaluation process.
