REQUEST FOR PROPOSALS

Salt Lake City Department of Public Utilities (SLCDPU) is seeking proposals from qualified firms to provide expertise and professional engineering services for the Cogen Integration to New WRF (Project). The engineering services will include preliminary and final engineering design services, bidding services and services during construction for the proposed Project. The following information is intended to provide additional instructions and information regarding this Request for Proposals (RFP) along with a schedule and other requirements for submitting a proposal.

INTRODUCTION AND BACKGROUND

The Salt Lake City Water Reclamation Facility (SLCWRF) is currently under construction for a major plant expansion. A new influent pump station, headworks, primary treatment, secondary treatment, UV disinfection, dewatering and power distribution facilities are planned to be commissioned at the end of 2026. Once fully operational, the existing influent pump station, headworks, primary treatment, secondary treatment, chlorine disinfection and temporary screw presses will no longer be required and will be decommissioned, abandoned or demolished. Some of the existing processes and buildings at the facility will remain in service following the completion of the plant expansion. These facilities will require power distribution upgrades. SKM Engineering completed an options analysis of approaches to implement the power distribution upgrades and SLCDPU has selected Option 4. This option consists of connecting the Maintenance and Operations Building (MOB), Cogeneration Facility, Waste Activated Sludge Thickening Building (TWAS), Blower Building, Electrical Building and Fan House Building through a 13.8kV loop to and from Switchgear 08-SWGR-99100. A single line diagram and site plan depicting the approach is included in the options analysis. Please complete the Homeland Security form (Attachment B) and send to SLCDPUEng@slc.gov to request the options analysis for review. SLCDPU reserves the right to refuse requests.
