About this opportunity

The State of Oregon Department of Administrative Services (DAS), procuring on behalf of the Oregon Department of Agriculture (ODA), is requesting proposals for design, configuration, extension services, integration development, data migration, testing, and implementation support for a new Customer Relationship Management and Licensing Solution under RFP S-DASOBO-00017788, with proposals due September 30, 2026.

The scope centers on Microsoft Dynamics 365 technical expertise to implement the OneODA Core CRM & Licensing platform. The contractor must deliver solution architecture and technical design, configure and develop the system, design customer-facing capabilities, develop required integrations and workflow automation, support data migration from legacy systems comprising approximately 26.8 terabytes of data across 570 Oracle database tables, conduct testing, and transfer knowledge to ODA technical staff. Integration requirements span financial systems, human resources platforms, document management systems, licensing databases, and external agency interfaces. The proposed team structure includes one Solution Architect, two Dynamics 365 Developers (one with Power Pages experience), and one Data Migration Specialist.

The initial contract term is anticipated to be two years with a production go-live target of May 15, 2027. Pricing is evaluated using comparative scoring against the lowest proposed cost. The contract includes a 180-day post-implementation warranty period and a 90-day solution change warranty.

Round 1 evaluation (2,000 points total) covers Relevant Experience and Proposed Team (600 points), Understanding and Proposed Approach (700 points), Project Schedule and Delivery Plan (400 points), and Price Proposal (300 points). Additional evaluation rounds may include interviews and demonstrations. DAS SPS may conduct competitive range determination and subsequent negotiation rounds. The state may award one or multiple contracts.

Proposers must comply with Oregon statewide security standards aligned to NIST SP 800-53 Revision 5, Web Content Accessibility Guidelines 2.1 Level AA, and state tax and nondiscrimination requirements. Proposers meeting employee count and contract value thresholds must provide a current Pay Equity Certificate. A Certified Disadvantaged Business Outreach Plan is required; those with subcontracting opportunities must identify certified MBE, WBE, SDV, and ESB participation. References from similar projects completed within three years are mandatory. The pre-proposal conference is September 9, 2026; questions are due September 14, 2026.
