About this file
This is a Digital Accessibility Narrative and Compliance Report form issued by the State of Oregon on behalf of the Oregon Department of Administrative Services (ODA) for use in evaluating vendor proposals for a Customer Relationship Management (CRM) Licensing Solution. The document establishes requirements that all web content, applications, and documents adopted by the State of Oregon must comply with ADA Title II standards as clarified in the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA. Proposers are required to submit a completed accessibility cover sheet along with a full compliance report detailing components tested, their compliance status, any identified issues, and expected correction dates. The form requests vendors to provide a Digital Accessibility Narrative addressing their development processes, corrective action procedures, dedicated accessibility personnel, staff training and certification methods, and comprehensive testing approaches including use of automated tools, manual testing with people who have disabilities, and testing across multiple platforms, operating systems, browsers, and assistive technologies.
The document includes a scoring rubric for evaluating vendor responses on a scale of 0 to 5 for both VCAG compliance and narrative quality, with a maximum combined score of 10 points. Scoring criteria range from 0 (not enough information provided) to 5 (exceptional demonstration of extensive accessibility knowledge with documented roadmap for future compliance). Vendors may contract with independent third-party accessibility testing vendors to validate compliance, and the form requests references to sample digital information technology previously developed by the proposer that meets accessibility standards. No specific pricing, contract term, set-asides, or funding amounts are detailed in this compliance document, as it functions as an evaluation tool for accessibility requirements rather than a standalone procurement notice.
