About this file

This is a Certified Disadvantaged Business Outreach Plan attachment for an Oregon state procurement managed by the State Procurement Services (SPS) on behalf of the Oregon Department of Agriculture (ODA) for a Customer Relationship Management (CRM) Licensing Solution. The procurement requires the contractor to provide design, configuration, extension services, integration development, data migration, testing, and implementation support for the new CRM and licensing system. The RFP (S-DASOBO-00017788) solicits proposals from qualified vendors to deliver comprehensive CRM licensing services to support state operations.

The outreach plan requires proposers to identify their certification status under Oregon's Certification Office for Business Inclusion and Diversity (COBID) program, which includes minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), and emerging small businesses (ESB). Proposers must describe steps to solicit certified firms for subcontracting opportunities, identify available subcontracting opportunities with approximate dollar values, and confirm willingness to report subcontractor information to COBID. The outreach plan applies only to proposers who anticipate subcontracting opportunities; those without subcontracting plans need only submit the first page. This certification requirement ensures that certified disadvantaged businesses receive equal opportunity to participate in state-funded contract performance.
