About this opportunity

The Connecticut Department of Transportation is requesting sealed bids for the replacement of Bridge No. 02599 on Route 101 over Alvia Chase Reservoir in the Town of Killingly, with bids due September 2, 2026, at 2:00 p.m. Eastern Time. Prospective bidders must be prequalified with the Connecticut Department of Transportation in Group No. 8A (Box Culverts) and hold a current sworn Statement (CON 16) on file prior to bidding. No pre-bid conference or site visit is scheduled. No Disadvantaged Business Enterprise (DBE) percentage goal or Small Business Enterprise (SBE) set-aside has been established.

The scope encompasses design and construction of a 12-foot by 8-foot precast concrete box culvert structure to replace the existing bridge, including wingwalls, parapets, foundation systems, utility relocation, and associated highway work. The structure must comply with AASHTO LRFD Bridge Design Specifications (10th Edition, 2020) and Connecticut Department of Transportation standards. Precast components require concrete strength of 5,000 PSI with galvanized reinforcement per ASTM A767 Class 1. In-stream work is restricted to June 1 through September 30, and tree-trimming is prohibited from April 15 through October 31. Protected odonate habitat requires seasonal restrictions from April 15 through October 31 with additional emergence-period restrictions from May 15 through August 31. The contractor must coordinate utility relocation with Eversource Energy, Frontier Communications, Level 3 Communications, and Atlantic Broadband with 14 days' advance notice.

The estimated contract value falls between $2.5 million and $4.999 million (Project Scope Code F). The contract allows 244 calendar days for completion, with liquidated damages of $900 per calendar day for overall deadline failure and $20,000 per day for milestone completion date failures. A planned road closure and detour on Route 101 may not exceed 14 consecutive days. All materials must comply with Buy America Act and Build America, Buy America Act requirements. The contractor must submit a "Buy America Preference Source of Supply Self-Certification Form" for all iron, steel, manufactured products, and construction materials. A bid bond equal to at least 30% of the bid amount is required. All bids must be submitted electronically through Bid Express (bidx.com); no paper bids are accepted. Questions may be submitted through the Online Pre-Bid Q&A Website (contractsqanda.dot.ct.gov) by 9:00 a.m. on the Monday preceding the bid opening. Prospective bidders include Fucci, C.J., Inc. (New Haven), Northern Construction Service, LLC (Palmer, Massachusetts), and Suchocki & Son, Inc. (Old Lyme).
