About this file
This is a Notice to Contractors issued by the Connecticut Department of Transportation on March 27, 2026, regarding enhanced bidding workflow changes on Bidx.com. The notice informs contractors of a system transition effective for projects advertised on April 8, 2026, with a letting date of May 6, 2026. Projects advertised prior to April 8, 2026, but with postponed letting dates beyond April 29, 2026, will also require submission using the new enhanced format. The transition represents a modernization of the state's bidding process with implementation beginning on the specified April 8, 2026 advertising date.
The enhanced bidding workflow eliminates the requirement for installed software, allowing bidding from any modern computer including Mac systems through a browser-based interface. Key features include familiar bid forms optimized for efficiency and accessibility, an intuitive "Check Bid" error-checking feature, and a new security key system that serves as backup to Digital ID credentials. Existing Digital ID holders will be prompted to import their Infotech Digital ID into their browser beginning with the April 8, 2026 advertising date. Support resources are available through Bidx.com contractor information pages and guides, with technical support provided by Infotech at (888) 352-2439 option #1 or customer.support@bidx.com, Monday through Friday from 7:00 a.m. to 8:00 p.m. Eastern time. Questions regarding bidding and award procedures should be directed to Philip Melchionne at DOTContracts@ct.gov.
