About this opportunity
The Connecticut Department of Transportation is requesting bids for rehabilitation of Bridge No. 06770 spanning an unnamed brook on State Route 796 (Milford Parkway Extension) in the City of Milford, with bids due September 2, 2026 at 2:00 p.m. EDT. The project is classified as Work Classification 8B (Pipe Culverts/Culvert Linings) and is federally funded under Scope Code E, indicating a contract value between $1,000,000 and $2,499,999. There is a 0% DBE (Disadvantaged Business Enterprise) goal and no SBE (Small Business Enterprise) set-aside requirement.
The scope involves installation of a 65-inch outside-diameter glass-fiber reinforced polymer (GRP) pipe liner within an existing 72-inch corrugated metal pipe culvert, including cleaning and repair of the existing structure, construction of inlet and outlet cutoff walls and wingwalls, preformed scour hole installation, surface repair concrete for headwalls, temporary earth retaining systems, a 12-by-12-foot temporary access tunnel, and comprehensive water management systems. Environmental constraints include restriction of in-stream work to June 1–September 30; prohibition on tree removal three inches or greater in diameter from April 15 to October 31 for tri-colored bat protection; and adherence to Connecticut Department of Transportation Standard Specifications for Roads, Bridges, Facilities and Special Provisions (Form 819, dated 2024) and AASHTO LRFD Bridge Design Specifications (Ninth Edition, 2020). Prevailing wage rates established by the Connecticut State Labor Commissioner apply to all labor classifications. A high-pressure 24-inch gas main located approximately 16 feet below existing grade must be protected and coordinated with the Iroquois Pipeline utility representative during all construction activities.
Prospective bidders must be prequalified with the Connecticut Department of Transportation and maintain a current sworn Statement (CON 16) at least 30 calendar days before requesting the official Bid Proposal Form. Bids must be submitted electronically through Bid Express (bidx.com) only. Bidders must submit a bid bond equal to at least 30% of the bid amount in PDF format via email to dotbid@ct.gov prior to bid opening, with the original signed bond required from the low bidder within 7 days of opening; the surety must be a corporate surety licensed by the Connecticut Insurance Commissioner. No pre-bid conference or site visit is required. Pre-bid questions close at 9:00 a.m. on the Monday before the Wednesday bid opening through the CTDOT Pre-Bid Q and A Website. All bidding documents, plans, specifications, and addenda are available at no charge on the DAS State Contracting Portal (CTsource Bid Board). The point of contact is Nydia Cotto, Connecticut Department of Transportation, 2800 Berlin Turnpike, Newington, Connecticut 06111, 860-594-3123, Nydia.cotto@ct.gov.
