About this opportunity

Broward County, Florida, through its Water and Wastewater Services department, is soliciting bids for the Regional Effluent and Reuse Solutions - Bid Pack 1 project, a critical infrastructure development involving the construction of a secondary effluent water transmission main. The project encompasses the installation of 1,320 linear feet of new secondary effluent water pipes using horizontal directional drilling and 105 linear feet using microtunneling methods. Comprehensive work includes installing fittings and valves, restoring green areas, replacing concrete sidewalks and curbing, resurfacing asphalt, and reinstating trees, pavement markings, and signage. Vendors must possess specific state or county contractor licenses, including Certified General Contractor or Certified Underground Utility and Excavation Contractor certifications, and must perform at least 50% of the contract work without subcontracting. The solicitation requires electronic submission through BPRO by August 22, 2025, at 2:00 p.m., with vendors encouraged to submit questions through the platform prior to the submission deadline. Evaluation will be based on the lowest responsive, responsible bidder, with the county potentially ordering up to an additional 20% of original quantities within one year of award.

The project is funded through a $6,250,000 Community Development Block Grant Mitigation (CDBG-MIT) from the Florida Department of Economic Opportunity, with Broward County providing a matching $6,250,000, bringing the total project cost to $12,500,000. While no specific set-aside designations for disadvantaged enterprises are explicitly detailed, the county requires comprehensive ownership disclosure and has provisions that prohibit considering social, political, or ideological interests when evaluating vendor responsibility. The project does not indicate an incumbent vendor, but requires integration with existing water infrastructure, including connections to the North Regional Wastewater Treatment Plant and the City of Pompano Beach Oasis Water Reuse facility. Based on the bid tabulation, total bid amounts from five contractors range from approximately $3,979,905 to $7,501,006, with bid allowances of $344,770. The project includes strict requirements for insurance, with general liability set at $2,000,000 per occurrence and $4,000,000 in aggregate, and specific provisions for environmental liability, worker's compensation, and other operational risks.
