About this opportunity

Salt Lake Community College (SLCC) is issuing a Request for Proposal (RFP) for a modern receiving and logistics software solution to replace its current system. The procurement seeks a comprehensive software platform designed to streamline package intake, tracking, and distribution across all SLCC campuses, with specific requirements including barcode scanning, real-time inventory management, distribution routing, and surplus management. The software must integrate with existing enterprise systems like Ellucian Banner and Jaggaer, support Azure SSO authentication, and be compatible with current hardware such as Zebra TC51 scanners. Evaluation criteria include eleven weighted sections covering receiving and intake, inventory management, distribution, surplus management, user communication, system integration, reporting, user experience, support and training, implementation timeline, and additional features. The RFP was posted on October 29, 2025, with proposals due by November 26, 2025, and anticipates an initial three-year contract term with potential for two additional one-year renewals, contingent upon the College's satisfaction with vendor performance.

The RFP indicates that while no specific set-aside designations are mentioned, the contract will be available for cooperative purchasing across the Utah System of Higher Education (USHE), which includes eight public colleges/universities and eight technical colleges. Potential participating institutions include Utah Valley University, Utah State University, Weber State University, and various technical colleges, each with the option to sign a Participating Addendum or enter a separate direct contract. Vendors must submit comprehensive documentation, including a Higher Education Community Vendor Assessment Toolkit (HECVAT), an Accessibility Conformance Report (VPAT), and demonstrate compliance with federal disabilities laws, including Section 508 of the Rehabilitation Act. The software solution must warrant accessibility standards and provide prompt updates at no cost. While a specific budget range is not explicitly stated, the RFP requires vendors to provide detailed line-item costs for all available modules, distinguishing between one-time and annual ongoing expenses, with the anticipation of selecting the most advantageous offer providing the best value to SLCC.
