About this opportunity

The County of Sacramento is seeking a marketing firm to develop and implement a comprehensive rebranding strategy for the Sacramento County Department of Transportation (SacDOT) through Request for Proposal (RFP) #94786. The primary objective is to create a distinct, strong, and enduring brand identity that emphasizes transparency, accountability, and a positive organizational culture. Required deliverables include a comprehensive branding process involving discovery, brand development, and implementation, with specific tasks such as conducting interviews, reviewing County branding guidelines, developing brand packages, creating a logo use guide, and potentially redesigning the department's website. Evaluation criteria will be based on four key areas: rebrand understanding and approach (40%), past performance and sample work (30%), proposal quality and design (20%), and qualifications of managers and key staff (10%). The RFP was released on September 5, 2024, with a deadline for questions on September 19, 2024, and a proposal submission deadline of September 26, 2024, at 2:00 pm. Proposers must submit a detailed proposal including company profile, qualifications, sample work, service delivery plan, references, and a comprehensive pricing structure.

While no specific set-aside designations or restrictions on respondent types were explicitly mentioned in the documentation, the RFP indicates potential for additional/optional services such as media assessment, development, marketing, and promotional items. Proposers are encouraged to highlight any supplementary services they can provide. The County reserves the right to negotiate with proposers, request additional information, or conduct interviews during the selection process. A sample county agreement provided suggests potential for a four-year contract with specific insurance requirements, including general liability, automobile liability, workers' compensation, and professional liability insurance. Although a precise budget range was not specified, the RFP suggests the County is seeking a comprehensive branding solution that encompasses multiple strategic elements. Proposers are expected to provide a lump sum pricing breakdown by phase/deliverable, along with additional hourly rates for tasks outside the primary scope.
